高レベル放射性廃棄物処分に関する安全研究の概要; 安全研究の経緯と今後の進め方

高レベル放射性廃棄物の安全研究は、国が行う安全基準,指針類の策定への寄与等を目的に、国内の研究機関の間で進められてきた。日本原子力研究開発機構においても、これまでにその前身である旧法人(動力炉・核燃料開発事業団,日本原子力研究所,核燃料サイクル開発機構)の頃から、精力的に進めてきており、得られた成果は、高レベル放射性廃棄物の処分にかかわる安全規制の基本的考え方の策定などの検討に反映されている。高レベル放射性廃棄物を取り巻く情勢は、安全規制と事業化に関する展開が同時に進んでおり、これらを支える研究開発の成果はそれらへの反映が求められる。これらの状況を踏まえ、日本原子力研究開発機構の前身である動力炉・核燃料開発事業団、核燃料サイクル開発機構では、処分事業と安全規制の両者に反映させることを視野に入れ、高レベル放射性廃棄物の地層処分技術に関する研究開発を進めてきた。ここでは、安全研究に着手した旧法人に遡り現在に至るまでの間、国の動向なども交え、高レベル放射性廃棄物に関する安全研究の方針,計画,成果を整理するとともに、今後の進め方について検討を加えた。

In the Japan Atomic Energy Agency, it has been conducted aggressively since the previous organization, and the achieved results has been reflected to the documents related to the decision of a basic idea of the safety regulation for disposal of the high-level radioactive waste etc. The Power Reactor and Nuclear Fuel Development Corporation and Japan Nuclear Cycle Development Institute, predecessors of the Japan Atomic Energy Agency, have developed the geological disposal technology of the high-level radioactive waste to contribute the implementation of disposal and the safety regulation. This report presents outline of the safety research conducted up to now: the policy, the plan of the safety research on the high-level radioactive waste disposal, the summary of results, and future studies required.
