エネルギー産業における過酷事故事例及び事故時の影響評価結果に関する分析(受託研究)

各種エネルギー産業(石炭,石油,天然ガス,水力及び原子力)における大規模事故事例及びリスク評価事例を調査し、その結果を分析した。大規模事故事例は、スイスのPaul Scherrer Instituteの調査及び国際原子力機関が整理した情報を中心に整理し、また原子力発電所における大規模事故に関して、米国における大統領委員会報告及び欧州における幾つかの研究報告を整理した。調査結果は、事故の被害(死亡者数,負傷者数,避難者数及び損害額)を指標として整理し、この結果をもとに、原子力発電とほかのエネルギー産業における事故の規模を比較した。原子力産業における事故事例は、ほかのエネルギー産業における事故と比べて特に損害額が高くなる傾向があるが、死亡者数や負傷者数に注目した場合には、ほかのエネルギー産業と比べて原子力発電における事故の方が大規模な被害を伴うという傾向は確認できなかった。一方、ほかのエネルギー産業の事故と比較した場合、原子力事故は、事故の影響範囲が非常に広く、長期間に渡り影響を及ぼす点で特徴がある。

In this report, we have researched frequency and consequences of Severe Accidents in the Energy sector based on the data base of Paul Scherrer Institute which is associated with Energy-related Severe Accident. In addition, to assess the impact of severe accident in nuclear power plant such as Chernobyl accident, we used the information of IAEA and the U.S.A. President Commission reports which assess the cost and the possibility of occurrence of nuclear severe accident using the probabilistic safety assessment. We have reviewed these references, and analyzed the results of investigations from aspects of the Cost and number of Fatality, Injury and Evacuee caused by severe accidents. From these results, it is pointed out that the costs caused by the severe accident in nuclear energy tend to be higher than the other energy sectors. On the other hand, from aspects of the fatality and injury, the impacts of Chernobyl accident doesn't have distinctive features.
