The Reactor Regulation Act was revised in June 2012, for the purpose of ensuring the robustness of the fission reactor safety based on the accident at the Fukushima Daiichi Nuclear Power Plant. The revision introduces the back-fit system under which already authorized nuclear facilities are also required to conform to new regulatory requirements. We confirmed that JRR-3 conforms to new regulatory requirements on research and test reactor facilities and applied for approval of the construction license.
