Transverse impedance of the extraction kicker magnets is a significant beam instability source in the 3-GeV RCS of J-PARC. Based on systematic simulations and experimental studies designed 1 MW beam power has been successfully accomplished in the RCS by using a proper choice on the betatron tunes and by reducing the degree of chromaticity correction. In order to ensure 1 MW beam power at the present MLF target even when RCS beam sharing to the MR is increased in the near future due to upgraded MR cycle as well as when a second target station is constructed at the MLF, a beam power of around 1.5 MW has to be realized in the RCS. However, the simulation shows that the present kicker impedance has to be reduced at least a half in order to stabilize the beam 1.5 MW beam power. A reduction of the kicker impedance is very essential in order to realize more than 1 MW beam power in the RCS.
