Because of the decommission of the Japan Materials Testing Reactor (JMTR), the domestic neutron irradiation facility, which had played a central role in the development of innovative nuclear reactors and the development of technologies to further improve the safety, reliability, and efficiency of light water reactors, was lost. Therefore, it has become difficult to pass on the operation techniques of the irradiation test reactors and irradiation technologies, and to train human resources. In order to cope with these issues, we conducted a study on the implementation of irradiation tests using overseas reactors as neutron irradiation sites as an alternative method. Based on the "Arrangement between the National Centre for Nuclear Research and the Japan Atomic Energy Agency for Cooperation in Research and Development on Testing Reactor," the feasibility of conducting an irradiation test at the MARIA reactor (30 MW) owned by the National Centre for Nuclear Research (NCBJ) using the temperature control system, which is one of the JMTR irradiation technologies, was examined. As a result, it was found that the irradiation test was possible by modifying the ready-made capsule manufactured in accordance with the design and manufacturing standards of the JMTR. After the modification, a penetration test, an insulation continuity test, and an operation test in the range of room temperature to 300$$^{circ}$$C, which is the operating temperature of the capsule, were conducted and favorable results were obtained. We have completed the preparations prior to transport to the MARIA reactor.

Soundness survey of cooling tower of Utility Cooling Loop (UCL Cooling Tower) in JMTR

A collapse event of the cooling tower of secondary cooling system in the JMTR (Japan Materials Testing Reactor) was caused by the strong wind of Typhoon No.15 on September 9, 2019. The cause of the collapse of the cooling tower was investigated and analyzed. As the result, it was identified that four causes occurred in combination. Thus, the soundness of the cooling tower of Utility Cooling Loop (UCL cooling tower), which is a wooden cooling tower installed at the same period as the cooling tower of secondary cooling system, was investigated. The items of soundness survey are to grasp the operation conditions of the UCL cooling tower, to confirm the degradation of structural materials, the inspection items and inspection status of the UCL cooling tower, and to investigate the past meteorological data. As the results of soundness survey of the UCL cooling tower, the improvement of inspection items of the UCL cooling tower was carried out and the replacement and repair of the structural materials of the UCL cooling tower were planned for safe maintenance and management of this facility. And the renewal plan of new cooling tower was created to replace the existing UCL cooling tower. This report is summarized the soundness survey of the UCL cooling tower.

Radiolysis of mixed solutions of Cl$$^{-}$$ and Br$$^{-}$$ and its effect on corrosion of a low-alloy steel

A model simulation of $$gamma$$ radiolysis of mixed solutions of NaCl and NaBr was carried out. The simulation result agreed well with the experimental result, and Br$$^{-}$$ played an important role in determining the amounts of products from water radiolysis. The simulation result also showed that, in highly pure NaCl solutions, the steady-state concentration of a radolytic product, H$$_{2}$$O$$_{2}$$, was mainly controlled by three reactions (Cl$$^{-}$$ + $$^{.}$$OH $$rightarrow$$ ClOH$$^{.-}$$, ClOH$$^{.-}$$ $$rightarrow$$ Cl$$^{-}$$ + $$^{.}$$OH, and ClOH$$^{.-}$$ + H$$^{+}$$ $$rightarrow$$ Cl$$^{.}$$ + H$$_{2}$$O), which indicated that accurate evaluation of the rate constants of these reactions was very important in improving the radiolysis simulation of solutions containing Cl$$^{-}$$. An immersion test using a low-alloy steel, SQV2A, in the mixed solutions was also carried out under irradiation. The corrosion rate increased or decreased depending on the pH or the concentrations of the halide ions in a similar way to the change in concentration of H$$_{2}$$O$$_{2}$$ produced from water radiolysis, which is affected by the presence of Cl$$^{-}$$ and Br$$^{-}$$. However, at high pH values ($$>$$12), the corrosion rate was almost zero even though the concentration of H$$_{2}$$O$$_{2}$$ was high. This could be attributed to enhancement of the passivity of test specimens at higher pH values.

The immersion tests of pure titanium were carried out in aqueous solution containing carbonate/bicarbonate with 50 mM-chloride ion under gamma irradiation. The effect of pH on general corrosion rate of titanium were studied. The experimental results showed that the concentration of hydrogen preoxide was increased with pH, and the corrosion rate increased with the hydrogen preoxide concentration. The corrosion rate in pH12 and 13 were 5 to10 times larger than those under unirradiated conditions.

So far no standard procedure for the positron annihilation lifetime (PAL) technique has been established. A lack of the standards has led to difficulty in ensuring the equivalency and reliability of data from different laboratories. As a first, we conducted an interlaboratory comparison of PAL measurements for metal, polymer and silica glass with agreed procedures for data recording and analysis. The PAL data recorded at different laboratories were analyzed with a single lifetime component for the metal sample and with three components for the others, respectively. Based on the results of the reported positron and ortho-positronium lifetimes, the possible sources of the uncertainties in the PAL measurements are discussed. To reduce the effect of scattered $$gamma$$ rays, a lead shield was placed between the detectors. The uncertainty was significantly decreased, signifying that placing lead shields between the detectors effectively reduced the false signals due to the scattered $$gamma$$ rays.

Interlaboratory comparison of positron annihilation lifetime measurements using synthetic fused silica and polycarbonate was conducted with the participation of 12 laboratories. By regulating procedures for the measurement and data analysis the uncertainties of the positron lifetimes obtained at different laboratories were significantly reduced in comparison with those reported in the past.

Optimal laser control for ultrafast selection of closely-lying excited states, whose energy separation is smaller than the laser bandwidth, is reported on the two-photon transition of atomic cesium; Cs(6S $$rightarrow$$ 7D$$_{J}$$, J = 5/2 and 3/2). Selective excitation was carried out by pulse shaping of ultrashort laser pulses which were adaptively modulated in a closed-loop learning system handling eight parameters representing the electric field. Two-color fluorescence from the respective excited states was monitored to measure the selectivity. The fitness used in the learning algorithm was evaluated from the ratio of the fluorescence yield. After fifty generations, a pair of nearly transform-limitted pulses were obtained as an optimal pulse shape, proving the effectiveness of "Ramsey fringes" mechanism. The contrast of the selection ratio was improved by $$sim$$ 30 % from the simple "Ramsey fringes" experiment.

Electric quadrupole moment measurement using a new RF-application system

An electric quadrupole moment ($$Q$$ moment) is sensitive to collective aspects of nuclear structure. In the $$Q$$-moment measurement for unstable nuclei, we employ the $$beta$$-detected nuclear-quadrupole resonance method. In this method, we need to supply $$2I$$ resonance frequencies, where $$I$$ denotes the nuclear spin. We have developed a new RF-application system to induced all of the $$2I$$ transitions. The application of the $$2I$$ frequencies may be pursued in two different ways; the sequential RF pulse method and the mixed-wave RF pulse method. We confirmed the reversal of polarization for the both methods, from measurements of $$beta$$-ray asymmetry change for polarized $$^{12}$$B. Using this system, the $$Q$$ moments of $$^{31,32}$$Al have been measured to be $$|Q(^{31}{rm Al})| = 104(9)$$ $$e$$$$cdot$$mb and $$|Q(^{32}{rm Al})| = 24(2)$$ $$e$$$$cdot$$mb by the sequential RF pulse method.
