The present report is the proceedings of third JAERI-JNC joint conference on nuclear safety research held on July 29, 2005 in Tokyo before integration of JAERI and JNC to JAEA. The conference was held for those who are relevant to nuclear industries and regulatory organizations, and general public. The nuclear safety research has been conducted in both institutes according to the Five-Year Program for Nuclear Safety Research established periodically by the Nuclear Safety Commission (NSC) and needs from the regulatory organizations. The objectives of the conference are to present its recent results and to collect views and opinions from the participants for its future program through the discussion after each presentation and panel discussion on how to conduct efficiently the nuclear safety research in the New Organization. A total of 234 people participated in the conference mainly from the nuclear industries and regulatory organizations. Through vigorous exchange of views in the panel discussion and descriptions on the questionnaires, it was obviously expressed that expectation to the safety research of the New Organization was very strong. Moreover, many valuable views were given for carrying out the nuclear safety research in the new organization and for holding a conference in future. Based on these results, it was believed that the objectives of this conference were almost achieved.

The Workshop on Regional Cooperation in Remote Monitoring for Transparency and Nonproliferation on 8-9 February at O'arai, Japan, brought together remote monitoring experts to share technical experience and consider potential uses of remote monitoring for nuclear transparency and strengthened nonproliferation. Sponsored by the Nuclear Nonproliferation Science and Technology Center (NPSTC) of the Japan Atomic Energy Agency (JAEA), this event gathered thirty five attendees from the JAEA, the Republic of Korea's National Nuclear Management and Control Agency (NNCA), the International Atomic Energy Agency (IAEA), and U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA). U.S. technical experts represented Sandia National Laboratories (SNL) and Los Alamos National Laboratory (LANL). Workshop discussions and interactions met or surpassed all goals: On the technical front, the JAEA, NNCA, and SNL exchanged presentations on their respective uses and technical approaches to remote monitoring. These included systems for both international safeguards and transparency. The IAEA shared valuable guidance on future remote monitoring system requirements. Following the presentations SNL conducted training in remote monitoring for technical personnel. In parallel project planning discussions, the JAEA, NNCA, SNL and the U.S. DOE reaffirmed mutual interest in regional cooperation in remote monitoring that could eventuate in exchange of safeguards-related data. A productive off-the-record session by all parties considered the path forward and established intermediate steps and time scales.

The R&D on environmental conservation/purification technologies is energetically carried out in many research institutes and industries in parallel with that on monitoring technology to search pollution level. The application of ionizing radiations is among the prosperous ones to enable us to remove/purify pollutants even at extremely low concentration which is not covered by conventional technologies. The JAEA, a research core for application of quantum beams, organized "The workshop on environmental conservation technologies -Beautiful earth for future-", to seek the direction of future research measures reviewing the present status of R&Ds on environmental conservation. This proceeding summarizes the presentation on material development, purification technologies, and analysis technologies, needs and application, to provide discussion on future environmental conservation measures, on the basis of pollutant regulation, developments of purification materials and decomposition/removal technology using ionizing radiations.

The 2005 Symposium on Nuclear Data was held at Nuclear Science Research Institute in Tokai Research and Development Center, Japan Atomic Energy Agency (JAEA), on 2nd and 3rd of February 2006. In the oral sessions, presented were 16 papers on topics of nuclear data for the innovative reactor development and upgrade of current light water reactor, the past and future of nuclear data research, capability of the latest evaluated nuclear data files, and recent cross section measurements. In the poster session, presented were 21 papers concerning experiments, evaluations, benchmark tests, applications and so on. A part of those presented papers are compiled in this proceedings.

The FNCA 2005 Workshop on the Utilization of Research Reactors, which is the twelfth workshop on the theme of research reactor utilization, was held in Kuala Lumpur, Malaysia from August 8 to 12, 2005. This workshop was executed based on the agreement in the sixth Coordinator's Meeting of Forum for Nuclear Cooperation in Asia (FNCA) held in Tokyo, March 2005. The workshop consisted of three groups under the themes of the following fields; (1) Neutron Activation Analysis, (2) Research Reactor Technology and (3) Tc-99m Generator Technology. The total number of participants for the workshop was 49 people from 8 countries; China, Indonesia, Korea, Malaysia, the Philippines, Thailand, Vietnam and Japan. 17 reports by NAA, 11 reports by RRT, and 15 reports by TCG were presented. This report consists of 5 Papers of those reports from Tc-99m Generator Technology and a summary report.
