Methodology of Short Notice Randomized Inspection at Plutonium Handling Facilities under Integrated Safeguards

The IS approach for plutonium handling facilities has been discussed among IAEA, GOJ, and the JNC to improve the efficiency of its safeguards activities. The effective use of unattended verification systems, process monitoring, remote data transfer and short notice randomized inspection is the key to achieving the maximum efficiency in the IS approach. This study investigated the safeguards methodology using SNRI at plutonium handling facilities, which includes MOX reactors, MOX fuel fabrication plants and reprocessing plants.
