日米間GNEPアクションプランに基づく保障措置及び核物質防護ワーキンググループの研究協力の一環として、次世代保障措置システム開発のためのソフトウエア開発について検討している。本分野のソフトウエアに対するニーズを調査するために、日米双方でお互いの国の中における関連ソフトウエアの在庫調査を行った。本報告書は、調査結果に基づいてソフトウエアの分析を行い、次世代ソフトウエア開発についてのニーズを調べる。保障措置のソフトウエアツールに関する情報を交換し、汎用の保障措置ツールを開発するためのこれからの研究開発プログラムについて議論することは、保障措置システム設計に貢献するとともに将来の核燃料サイクル施設についての保障措置システムを評価するのに必要不可欠なことである。

Based on the Japan/US GNEP Action Plan, Safeguards and Physical Protection Working Group (SGPPWG) has surveyed an existing software in individual country. The purpose of this survey will serve as a basis for determining what needs may exist in this arena for development of next-generation safeguards systems and approaches. Exchanging information regarding software tools for safeguards and discussing about a next research and development program of developing a general-purpose safeguards tool should be beneficial to a safeguards system design and indispensable to evaluate a safeguards system for future nuclear fuel facilities.
