衛星画像情報解析の技術開発と将来の展望

保障措置において核物質に関する申告の正確さを、計量報告の確認及び検認活動で、検証するばかりでなく、申告の完全さを、追加議定書に基づく申告,補完アクセス及び各種情報の解析で、確認することが重要となってきている。衛星画像情報解析は、申告された活動の確認に利用されるだけでなく、未申告活動の検知への応用が期待されている。原子力機構(JAEA)は、所有している核燃料サイクル全般に渡る各種施設及び関連サイトに関する衛星画像情報解析に有用な情報を豊富に利用できる。宇宙航空研究開発機構(JAXA)は衛星画像情報解析について豊富な技術・経験を有している。両者のメリットを活かして、JAEAはJAXAと共同で、衛星画像情報解析技術が保障措置分野でいかに利用できるか、そのためにどのような技術開発は必要なのか、研究を実施している。いままで両者で行ってきた研究の概要を紹介するとともに、保障措置分野での衛星画像情報解析技術の今後の展望についても論じる。

For safeguards, the correctness of the declaration of nuclear materials and also the completeness of the declaration are verified by the IAEA's activities. Satellite imagery analysis is not only used for check of declared activities, but the application to detection of undeclared activities is expected. JAEA can use lots of useful information about the various kinds of facilities for the satellite imagery analysis and the related sites covering the nuclear fuel cycle. JAXA has lots of technologies and experiences about satellite imagery analysis. Taking advantage of both merits, JAXA and JAEA are researching how to use satellite imagery analysis technology in the safeguards field, and what kind of technical development is required. The outline of the research and the future prospect of the satellite imagery technology in the safeguards field will be discussed.
