We show the mechanism of the production of hollow atoms and the behavior of photo-electrons produced by high intensity X-rays irradiating a cluster or a bio-molecule. It is found that the ratio of the number of fluorescent X-ray photons from the hollow atoms to that from the singly inner-shell ionized atoms is in proportion to the X-ray flux irradiating these atoms. This ratio also may be used for the measurement of the X-ray flux. Furthermore, we have found that photo-electron spectroscopy produced by high intensity X-ray sources depends on the X-ray flux and the sizes of the targets. We also propose the measurement of the X-ray flux irradiating a cluster or a bio-molecule by using photo-electron spectroscopy for high intensity X-ray sources. The minimum energy of the photo-electrons informs us of the X-ray flux for each size of targets.
