Towards accomplishment of domestic supply of nuclear reference materials for safeguards analysis

It is essential to meet safeguards requirements for operation of a nuclear fuel cycle facility with long-term stability. The basis to realize it is the precise material accountancy of nuclear materials, in which safeguards analysis take a major role. Especially, the quality of the analysis has to be maintained with high level in order to do "report by measurement with international standard level" which is one of the requirements under the agreement with IAEA. Nuclear material standards play a key role to achieve the quality. As inconveniently it becomes more difficult to procure them from foreign countries resent years, the need of domestic procurement of the nuclear material standards is highlighted. The role of the nuclear material standards in material accountancy and safeguards analysis, and their international circumstance and movements toward domestic procurement are described in the paper.
