A multi-layer parallel plate avalanche chamber (PPIC) has been developed for the measurement of neuron-induced fission cross-section using the lead slowing down neutron spectrometer at the Research Reactor Institute, Kyoto University. The PPIC consists of two sets of multi-layer electrodes to detect fission fragments from two samples located back-to-back between them. The performance of the PPIC was tested with a spontaneous fission of $$^{248}$$Cm. The cross section for the neutron-induced fission of $$^{241}$$Am was successfully obtained using that of $$^{235}$$U as a reference.
