The JAEA has worked on high-accuracy measurement of plutonium mass by NDA under a joint study program with the LANL in order to improve the effectiveness and efficiency of safeguards. We have developed the Epithermal Neutron Multiplicity Counter, and improved the accuracy of high resolution $$gamma$$-ray spectrometer. It was confirmed that total measurement uncertainty of plutonium mass reached to about 0.7%. It can be expected that that would improve the measurement accuracy of scrap samples with low homogeneity and reduce the number of required destructive assay samples.
