A position-sensitive neutron detector that can be alternative to a conventional $$^{3}$$He gas detector is vital to address emerging $$^{3}$$He shortage problem. We have developed a new position-sensitive scintillator detector that employs wavelength-shifting fibers for light read out for the beam line of 17 and 18 in J-PARC/MLF. The detector that has 64$$times$$64 pixels with a each size of 4$$times$$4 mm exhibited a spatial resolution of 4 mm, $$gamma$$ sensitivity of about 10$$^{-6}$$ and a detector efficiency of 30-40% for thermal neutrons. These detector performances surely satisfied the detector specifications required to the beam line of 17 and 18.
