Sustainable multilateral nuclear fuel cycle framework, 1; Study outline and prerequisite

This paper will present brief historical review of multilateral nuclear approaches (MNA). And based on which, a basic concept of a reliable framework, where the fuel-cycle services could be provided without discrimination, and meet the international 3S requirements will be discussed.
