Sustainable multilateral nuclear fuel cycle framework, 11; Challenges from a legal perspective

From a legal point of view, authors present challenges and possible solutions on establishing multilateral nuclear fuel cycle facilities (MNA) in Asian region. Challenges and solutions include following 4 points; (1) how to ensure NPT member states' inalienable rights to use nuclear energy for peaceful purposes while enhancing nuclear nonproliferation, (2) how to secure effective and efficient functions of MNA facilities in relation to bilateral nuclear cooperation agreements, especially with the U.S., (3) selection of MNA facilities and ensuring 3S (Safety, Safeguards (nonproliferation) and Security of nuclear materials and facilities), (4) nuclear third party liability.
