核セキュリティに関する国際動向と日本の貢献; ハーグ核セキュリティ・サミットでの議論と今後の取組み

International movement of nuclear security and Japan's contribution to the world; Discussion of the 3rd Nuclear Security Summit in Hague and future effort

2014年3月下旬に第3回目の核セキュリティ・サミットがオランダ・ハーグにて開催された。今回のサミットでは、2010年にワシントンDCで開催された第1回目の核セキュリティ・サミットで掲げた「全ての脆弱な核物質の管理を4年以内に徹底すること」、ソウル・サミット・コミュニケでの「2014年までに改正核物質防護条約の発効」等を含むコミュニケ及び行動計画の進捗状況の確認、各国及び有志国の自発的な取組みの確認を行うことであった。しかしながら、ハーグ・サミットにて全ての項目が達成されたとは言い難い。本稿では、これまでのサミットを含むハーグ・サミットの成果と日本の貢献について概観するとともにサミットの意義、次期サミットへの課題と今後の取組みについて解説する。

The third Nuclear Security Summit held in Hague on March 2014. In this Summit, the leaders of countries all over the world were aimed at confirming the progress of "to secure all vulnerable nuclear material in four years", "to accelerate their domestic approval of the 2005 Amendment to the CPPNM" and "voluntary measurers of participants to strengthening nuclear security" as described in the Washington and Seoul Summit Communique and so on. However, it is hard to say that above objectives were completely achieved. This paper outlines efforts on the Hague Summit and Japan's contribution to the world, and explains significance of the Summit, major issue to the next Summit and future effort.
