We have developed a time-of-flight neutron imager based on the two-dimensional scintillator neutron detector technology for applications in the J-PARC/MLF. The detector is comprised of a thin ZnS scintillator with crossed wavelength-shifting-fibers arrays equipped with the fiber optic taper. The developed detector based on a neutron counting method has a high spatial resolution of less than 100 um in full width at half maximum with a $$gamma$$-ray sensitivity of less than 1010$$^{-7}$$. The detector design and basic detector performances are presented.
