技術系人材の研究技術開発成果の分析

Analysis of technical papers and oral presentations by engineers and technicians

国が定めた科学技術イノベーション総合戦略2015において、国立研究開発法人は機能強化の具体的取組みとして、高度な専門技術者等の優れた人材の確保・育成が求められているが、それらの技術者を網羅的に把握するモデルは未だ確立されていない。原子力科学研究所では、基礎基盤技術開発から実用化開発まで活動できる能力や最先端の研究者との連携を構築できる能力等を有する高度な技術者が育成されており、論文や学会発表の要旨等が研究開発成果検索・閲覧システムJOPSSで公開されている。原子力の幅広い研究技術開発領域での先端的で専門的な活動状況を把握するために、原子力科学研究所ホームページにおいて研究技術開発の成果を論文や特許取得で報告している技術者を対象として、JOPSSに登録された研究開発報告書と論文等の抄録を分析した結果、論文等の著作物を発表した技術者は主に評価・検証を目指した実験・試験研究を実施している一方で、学会等での口頭発表を行った技術者には実用化を目指した技術開発に取り組む傾向が強いことが明らかになった。

On the Comprehensive Strategy on Science, Technology and Innovation 2015, National institutes are required to secure and educate advanced engineers and technicians. However, a model for realization of the requirement is not completed yet. Nuclear Science Research Institute secures advanced engineers and technicians, who are able to construct close relationship to advanced researchers and are engaged in basic research and/or practical use development. Their technical papers and oral presentations data are stored in the JAEA Originated Papers Searching System (JOPSS). By analysis of the technical papers and the abstract of presentations, it is found that engineers and technicians who wrote technical papers were engaged in experiments and researches for evaluation and/or inspection, and oral presenters intended to technologically develop in the view of realization of technological practical use.
