サボタージュ防護の為の原子力発電所の枢要区域特定

Vital area identification of nuclear power plant for sabotage protection

サボタージュ防護強度の高い原子力発電所を考えるために、IAEA技術文書(NSS No.16)を参考に悪意を持った敵対者による初期事象を考慮して、サボタージュET/FTを使ってターゲットセット、重大サボタージュシナリオ及び枢要区域の特定と防護セットの具体的策定方法を、例題を用いて提案する。また、施設設計における安全とセキュリティのインターフェースについて、妨害破壊行為リスクの低減及び深層防護の観点からその重要性を示す。

In order to investigate a high sabotage-resistant nuclear power plant, considering initiating event with malicious acts with reference of the IAEA technical guidance, NSS No.16, we propose a concrete process of target set with sabotage ET/FT, important sabotage scenario, and identification of vital area and prevention set with showing an example. And also, safety and security interface in the facility design stage is pointed out an important step in terms of reduction of sabotage risk as well as defense in depth in security.
