核セキュリティ文化醸成のための取組みとして、ISCNが開発したグループ討議手法について説明する。ISCNでは、対象者の職務に応じたふさわしい事例をベースに討議テーマを作成し、参加者が核セキュリティの脅威を現実のものとしてとらえ、自分の業務に関連付けられる内容にしている。セキュリティ上守るべき情報は保護した上で、公開情報に基づき実際の事例を用いている。本発表では、日本の取組みの良好事例としてISCNのグループ討議手法開発について共有し、他国の核セキュリティ文化醸成に資する。

This presentation will describe Japan's experience to develop nuclear security culture promotion activity for specific target audiences. It also describes how ISCN transformed real case examples into discussion topics which are specific enough to be relevant to the participants' tasks; realistic enough for participants to feel the topic familiar to them and personalize the issue, but not revealing sensitive information; and easy and general enough for participants to discuss the topic without any specialized knowledge or skills. As the international community strengthens activities to promote nuclear security culture, demand for the practical guide to how to do it increases. The presentation will share Japan's experience and assist others to develop more interactive culture promotion activities of their target audiences.
