北朝鮮とイランの核問題は、ほぼ同時期に問題解決に向け、多国間の協議による取り組みと国連安保理の制裁決議による取り組みが行われてきた。その結果、イランの核問題については、2015年7月に「包括的共同作業計画(JCPOA)」に合意、一応の解決をみた。一方、北朝鮮については、国際コミュニティによる抑止が効かず、2006年を皮切りにこれまでに6回の核実験を実施している他、長距離弾道ミサイルの発射実験を繰り返しており、六者協議は中断したままである。本報告では、両者の違いと、今後の打開策、関係国への影響等について論じる。

In order to deal with Iran's and DPRK's ambitious nuclear programs, the international community has made various efforts, including negotiation within a multilateral framework and UNSC's economic sanctions. As to Iran's nuclear program, EU3+3 successfully reached a JCPOA (Joint Comprehensive Plan of Action) in July 2015 by lifting sanctions as well as limiting Iran's nuclear capacity. On the other hand, the international community has not been successful so far in discouraging DPRK from conducting nuclear and missile tests. Six-Party Talks is still suspended. In this report, various aspects of Iran's and DPRK's nuclear programs are to be precisely delineated, and then discussed in order to develop possible measures against DPRK's nuclear program, together with potential effects on the countries concerned when implementing such measures.
