We are planning a future heavy-ion beam program at J-PARC (J-PARC-HI), where we explore dense baryonic matter and multi-strangeness production. In this presentation, we show physics of J-PARC-HI, the experimental plans, and the strategy starting from proton-nucleus collisions towards heavy-ion experiments.
