Production of MAXS/AD-2017 multigrioup library and its test

A multi-group neutron activation cross-section library (MAXS/AD-2017) with the MAXS format was produced from JENDL Activation Cross Section File for Nuclear Decommissioning 2017 (JENDL/AD-2017) released in 2018. As one of tests of MAXS/AD-2017, JPDR activation analysis was performed with ORIGEN-S and its library generated from MAXS/AD-2017.
