実際に発生した過去の事案をもとに、世界各国の核テロ・放射線テロの脅威の現状を解説し、今後、どのように核テロを防止すべきか、国際的に核セキュリティを強化するためには何をすべきか、国際社会では実際にどのような対策をしようとしているのかについてまとめている。また、国内外における原子力分野の人材不足について述べ、原子力機構における核不拡散分野の育てるべき人材とそのためのキャリアパス計画やISCNにおける核不拡散・核セキュリティ分野の人材育成支援事業について述べている。

The paper presents, on the basis of past cases actually occurred, the current status of nuclear and radiation terrorism threats in the world and summarizes how we should prevent acts of nuclear terrorism, how we should do to strengthen nuclear security worldwide, and what measures international communities are actually going to take. The author also addresses the lack of human resources in the nuclear field, presents roles of personnel to be developed with a career path plan and the human resource development activities in the field of nuclear nonproliferation and nuclear security at ISCN, JAEA.
