Japan's experience in mitigating the impact of COVID-19 on NSSC operations

NSSC運営におけるCOVID-19の影響緩和における日本の経験

ISCN/JAEAは2010年12月の設立以来、毎年約20件の人材育成支援事業を実施し、約500人の参加者にトレーニングの機会を提供してきた。2020年度はCOVID-19の影響による渡航制限や日本への入国制限のため、3月から9月までの海外向けトレーニング4件が延期された。COVID-19の影響を緩和するために、ISCN/JAEAは主要な2件のトレーニング,核物質防護地域トレーニング及びIAEA保障措置のための国内計量管理制度地域トレーニングをオンライン実施することとした。期間は対面型実施と同じ2週間とし、Web会議システムZoom meetingを用いた双方向モジュールと自己学習型のEラーニングでカリキュラムを構成した。双方向モジュールの小グループのエクササイズはZoom meetingのブレイクアウト機能を活用した。開発と実施を通じて多くの課題が明らかになると同時に多くの知見を得た。オンライントレーニングは単なるCOVID-19対策としてだけでなく、様々な新しいトレーニングが開発できる。今後、ISCN/JAEAはこれらの経験を元にオンライントレーニングメニューの拡充に努めていく。

ISCN/JAEA has conducted roughly 20 trainings/workshops with 500 participants every year, for capacity building support for nuclear nonproliferation and nuclear security since its establishment in December 2010. In 2020, four trainings for Asian countries were postponed because of the restriction of overseas travels and entry into Japan by COVID-19. ISCN/JAEA decided to develop the online trainings of two major ones, Physical Protection regional training and State System of Nuclear Material Accountancy for and Control for IAEA safeguards, in order to mitigate the impact of COVID-19. The period of two weeks as in-person trainings are maintained as online ones. It consists of the interactive modules using a web meeting tool, Zoom meeting, and E-learning (self-learning) modules. Breakout function is used for the sub-group exercises which part of the interactive modules. Number of knowledge and lesson learned were obtained through the development and implementation of the online training as well as many challenges were identified. The online trainings are not just a mitigation measure against COVID-19, but they are the opportunities for development of new trainings. ISCN/JAEA will address further in expanding the new training menu cased on the experiences.
