日本核物質管理学会第8回研究会において、核セキュリティ部門の人材育成と題して、原子力事業者の視点から講演及びパネルディスカッションを行う。特に原子力事業者は、自らの責務でもあるが、常時、緊張感をもって警備・監視業務やサイバー対策等にあたっており、事案あれば、警察等と連携した対抗を実施する必要があることから、基礎知識は必要であるものの、対応する人材に関しては、実効性確保(警備員)や危機管理(職員)といった部分が極めて重要である。そのためにも、核セキュリティの人材育成については非常に重要である。機構では、年間を通じたシームレスな核セキュリティ文化醸成活動の他、警備員に対し、事例研究や机上訓練を通じて緊急時に対する実効性を確保している。

In the 8th Seminar of INNMJ, titled development of human resources for Nuclear Security Area, I will present and attend the panel discussion in the viewpoint of nuclear operator. Our operator is always conducting the security and/or cyber measures, when the intrusion or suspicious act are happened, since it is necessary for us to countermeasures against them with police officer, not only the understanding of rules are necessary, but also it is very important to keep effectiveness of security guards and performance of emergency control persons. Therefore, development of human resources is very important. In the JAEA, we conduct nuclear security culture promotion activities throughout the year, and through the conducting of case study and table top exercise, we keep the effectiveness and necessary performance in the emergency.
