G7広島サミットで採択された「核軍縮に関するG7首脳広島ビジョン」には優先事項の一つとして、兵器用核物質生産禁止条約交渉の早期開始が取り上げられ、日本が締結ずみの未発効条約である包括的核実験禁止条約(CTBT)についても言及されている。本報告では、このCTBT交渉を教訓として何を重視すべきか検討する。筆者は交渉前の科学者専門家会合、各論では検証や発効要件等CTBT交渉からの教訓を抽出し、同条約交渉に生かせるかを示す。

The G7 Hiroshima summit adopted "G7 leaders' Hiroshima Vision on Nuclear Disarmament" and it mentions the early commencement of Fissile Cut-off Treaty (FMCT) as a priority issue. It also mentions the early entry into force of the Comprehensive Nuclear-test-ban treaty (CTBT) ratified by Japan but not entry into force. This presentation tries to clarify important issue taking this CTBT negotiation into consideration. The author considers among others the group of scientific experts before the negotiation, verification and entry into force clause issue can be lessons learned and tries to apply to the future FMCT negotiation.
