本論文は、JSPS科研費「安全保障を損なわない核軍縮」(21H00688)の研究成果の一部である。同研究事業では、核兵器を政治や軍事、国際人道法、科学技術など多角的な観点から総合的に評価するとともに、外務省の「核軍縮の実質的な進展のための賢人会議」による提言(2018年3月29日)のフォローアップを目指して核兵器のない時代に向けた政策や制度などを検討した。本論文は、NPTの成り立ちについて、条約の無期限延長が決定される前と後に分けて概観し、運用方法となっているコンセンサス方式に着目して核をめぐる秩序の形成に果たす役割を評価し、NPTの価値の再考を試みた。あわせて、脱炭素社会の実現に向けて原子力発電の価値が再評価される状況下において、日本が開発を進める次世代革新炉が、非大量破壊兵器地帯構想の実現に向けて貢献し得る可能性について試考した。

This paper is part of the research output of the JSPS KAKENHI project "Nuclear Disarmament without Undermining Security" (21H00688). The project comprehensively assessed nuclear weapons from multiple perspectives, including political, military, international humanitarian law, science and technology, and examined policies and institutions for an age without nuclear weapons, with the aim of following up on the proposal for substantial progress in nuclear disarmament made by the Council of Eminent Persons of the Ministry of Foreign Affairs (29 March 2018). This paper reviews the debates on the process of establishing the NPT, divided into the period before and after the decision to extend it indefinitely, and, while focusing on the consensus approach that has become the operational method, assesses the role it has played in shaping the order around nuclear weapons and tries to rethink the value of the NPT. In addition, the paper explores the possibility that Japan's advanced reactors could contribute to the WMD zone concept.
