積み上げ評価方法を用いた廃止措置費用評価の検討

これまでに、発電炉を除く核燃料使用施設等の廃止措置費用を算出するために「廃止措置費用簡易評価システム(DECOST)」を整備してきた。原子力機構の廃止措置の計画が具体化するにつれて、前述のシステムよりも高精度に廃止措置費用を算出できるシステムが必要となり、積み上げ評価方法を用いたシステムの整備を進めている。積み上げ評価システムは、解体機器レベルで工数を積み上げ、部屋単位や解体工事契約単位の解体費用を算出するシステムである。本発表では、当該システムの概要を示すとともに、原子力機構内の一部の廃止措置施設を対象とした廃止措置費用の評価結果を紹介する。

We have developed the simplified decommissioning cost estimation code for nuclear facilities (DECOST) to calculate the decommissioning costs of nuclear fuel facilities, excluding power reactors. As the decommissioning plans of JAEA become more concrete, there is a need for a system that can calculate decommissioning costs with higher accuracy than the aforementioned system, and efforts are being made to develop a system using bottom-up evaluation method. The bottom-up evaluation system is a system that accumulates the labor hours at the level of dismantling equipment and calculates the decommissioning cost per room or per decommissioning work contract. In this presentation, we will provide an overview of the system and introduce the results of an evaluation of decommissioning costs for some of the JAEA's decommissioning facilities.
