Radiation-induced cancer risks are one of the most important indicators for decision-making in nuclear and radiological emergencies. Radiation-induced cancer risks are often calculated using the following assumption: the baseline cancer mortality (per person) and survival rate in a given year are applied without change from the time of the initial exposure. However, the baseline cancer mortality and survival rate can change from year to year due to environmental factors, lifestyle changes, and improvements in diagnostic and therapeutic measures. Therefore, the purpose of this study is to understand the effect of changes in baseline cancer mortality and survival rate on the calculated risks of radiation-induced cancer. For this purpose, the radiation-induced cancer risks calculated under the following two calculation conditions were compared: (1) the baseline cancer mortality and survival rate were fixed from the time of the first exposure, and (2) the baseline cancer mortality and survival rate were changed over time from the time of the first exposure. The excess absolute risk and excess relative risk for mortality of each cancer site were calculated based on the calculation method in ICRP Publications 103 and 152, and the lifetime attributable risks were calculated by accumulating up to the attained age of 100 years. The baseline cancer mortality and survival rate were used the data for Japanese population from 1958 to 2019. Because data on baseline cancer mortality and survival rate for more than 100 consecutive years were not available, the baseline cancer mortality and survival rate after 2020 were assumed to be the same as in 2019.
