本稿では、敦賀2号機の不許可判断を素材として、原子力規制における活断層評価基準の制度的位置づけとその課題を、地震リスク評価との関係から整理することを目的とする。なお、本稿は特定の規制判断を批判または擁護する立場をとるものではなく、エネルギーレビュー誌の解説論文として、学術的論点の整理と問題提起を主眼とする。

This paper aims to use the non-approval decision for Tsuruga Unit 2 as a case study to organize the institutional positioning of active fault assessment standards in nuclear regulation and their challenges, in relation to seismic risk assessment. It should be noted that this paper does not take a position to criticize or defend any specific regulatory decision; rather, as an explanatory article in the journal Energy Review, its main focus is on organizing academic issues and posing problems for discussion.
