廃棄物管理事業許可申請書に添付する「廃棄物管理施設を設置しようとする場所における気象、地盤、水理、地震及び社会環境等の状況に関する説明書」(以下「添付書類三」という。)は、廃棄物管理施設の立地について考慮すべき点をまとめるものである。本報告書では、添付書類三の「社会環境」のうち人口分布の調査方法を検討した。近年、人口等の統計データはインターネットの普及により容易に入手することができるが、これらを利用するためには情報の信頼性が重要である。また、施設周辺の人口分布は立地の安全性評価に影響を及ぼすため、可能な限り正確かつ最新の情報を反映する必要がある。そこで、国及び地方自治体が公表する信頼性のある統計データに基づき、各種ウェブサイトを活用した人口分布の調査方法を検討した。その結果、総務省統計局の「地図で見る統計」及び国土地理院の「測量計算サイト」等を活用することにより、最新の統計データに基づき施設周辺の人口分布を求めることができた。

The document titled "Explanatory Document Regarding Conditions such as Weather, Geology, Hydrology, Earthquakes, and Social Environment of the Radioactive Waste Management Facility", which is appended to an application for the waste management business permit, is intended to organize various conditions that should be considered when siting a facility. This report focuses on the method of describing population distribution within the social environment section of Attachment 3 and examines appropriate investigation methodologies. In recent years, statistical data such as population figures have become readily accessible due to the widespread use of the internet. However, ensuring the reliability of such information is essential when utilizing it. Furthermore, because the population distribution around the facility affects its safety evaluation, it is necessary to reflect information that is as accurate and up to date as possible. Accordingly, this report examines survey methods that utilize various websites based on reliable statistical data published by national and local governments. As a result, by utilizing tools such as the "Statistics Map of Japan" provided by the Statistics Bureau of Japan and the "Survey Calculation Site" of the Geospatial Information Authority of Japan, it was able to determine the population distribution around the facility based on the latest statistical data.
