保障措置におけるIAEAランダム査察資料作成ソフトの開発

令和7年度第6回保障措置委員会においてIAEAのランダム査察用資料の不備が審議され再発防止のため査察が実施される施設(JOYO、DCA、FMF、JMTR)に対して水平展開が行われた。材料試験炉JMTRにおいて実施されるIAEAランダム査察は当日朝の2時間前通告により実施されるため始業直後の限られた時間内で正確な査察用資料を作成する必要がある。JMTRの当該査察においては、原子炉出口温度、入口温度及び主ポンプ出力のグラフが提出すべき資料の一つとされている。従来は原子炉の情報収集システム(Centum)より情報記録システム(Argus)に記録されたデータを取得して作成していたが、Argusシステムが不調により使用不能となった。令和7年7月18日のランダム査察では、Centumから手動でExcelに1時間1点のデータを転記することでグラフを作成した。この方法ではデータが粗く、また、時間が掛かる上に資料に誤りが生じる可能性もある。そこで、迅速かつ確実に作成できるよう、資料作成用ソフトの開発を行った。また、Centumから原子炉データの取得を容易にするデータ取り出し用ソフトも併せて開発した。
At the 6th Safeguards Committee Meeting of FY2025, deficiencies in documents for IAEA random inspections were discussed, and, to prevent recurrence, the issue was shared with JOYO, DCA, FMF, and JMTR. At JMTR, IAEA random inspections are conducted with two hours advance notice on the inspection morning. This requires accurate preparation of documents shortly after work starts. One required document is a graph of reactor outlet temperature, inlet temperature and main pump output. Previously, this graph was prepared using Argus data collected from Centum. However, Argus became unusable due to malfunctions. During the random inspection on 18 July 2025, one-hour interval data were manually transcribed from Centum into Excel to create the graph. This method uses coarse data, takes time and may cause errors. Therefore, software was developed to generate inspection graphs rapidly and reliably. A data extraction tool was also developed to simplify retrieval of reactor data from Centum.
