Development of integrated safeguards approach for JNC-1 site from the operator's viewpoint

JAEA commenced to consider the integrated safeguards (IS) approach for JNC-1 site as the new concept of safeguards for further reduction of influence of facility operation by the safeguards activity. On the other hand, the board of governors of IAEA led the broader conclusion to Japan on June 2004 and safeguards implementation in Japan was transferred to the IS scheme in September 2004. IAEA aimed to improve efficiency of safeguards implementation for the plutonium handling facility by optimization of use of advanced safeguards systems and new safeguards regime without reduction of effectiveness of safeguards. The IS approach for JNC-1 site was developed and implemented on August 2008 after many discussions among IAEA, Japan Safeguards Office (JSGO) and JAEA. This paper shows contributions by JAEA to development of this approach from the operator's view point and influence to the operator by implementation of IS approach.

Temperature dependence of elastic properties for MgO

Longitudinal and transverse wave velocities, five kinds of elastic moduli, Debye temperature and Gruneisen parameter have been simultaneously measured as functions of temperature from 298 to 1764 K in polycrystalline MgO, by help of aluminum couplant. Young, shear, bulk moduli, and Gruneisen parameter and Poisson's ratio decreased and increased monotonically with increasing temperature, respectively, showing a lowering of ionic bonding strength. Lame parameter versus temperature slope is almost zeroing in the whale temperature region. The behavior was interpreted as an interlocking associated with network of short Mg-O bonds, based on three-dimensional volume-nonpreserving shear.

Examination of determination to Pu amount in LASW from TRP

Tokai Reprocessing Center has developed method of determination of Pu contained in low activity solid wastes (LASWs), to make better accountancy control. Our final goal is to estimate of Pu amounts in wastes generated in TRP. Some of small size wastes (carton-boxes) and drums from TRP was measured by some kind of non-destructive assay system. It was found that high dose wastes have slight amounts of Pu. However, because some of wastes from TRP have Cm, the wastes could not be measured exactly. Near future, JAEA will try upgrading or development of NDA system, and determination of Pu amount of wastes from TRP.

Regarding the Integrated Safeguards (IS) for JNC-1 site where includes six facilities of the Reprocessing Center and MOX fuel fabrication facilities and so on, its discussion for application started in June 2004 between the government of Japan and IAEA, its concept was agreed in November 2006, and it has been introduced in August 2008. With IS for JNC-1, for the purpose of improvement of deterrence of the nuclear material diversion, the traditional interim inventory verification (IIV) that had been implemented as scheduled previously has changed to random interim inspection with short notice (RII.)The Tokai Reprocessing Center consists of 2 facilities; TRP and PCDF, and has nuclear materials from the spent fuel to the MOX powder. The IIV needed about 5 person-days for TRP and about 7 person-days for PCDF. It was discussed to make RII procedure that makes it possible to perform such short notice inspection and reduce the person-days by about 2 per a RII. Although it was discussed that what and how frequently information was provided to inspectors in order them to make a plan to implement RIIs. After the introduction of RII, the person-days are decreased even though the operators' work loads for information provision are increased. This paper reports development of the method, experience and expected effectiveness regarding RII to the Tokai Reprocessing Center in the viewpoint of its operator.

Crystal structure of a cold-adapted cellulase

The saccharification process is essential for bioethanol production from woody biomass including celluloses. Cold-adapted cellulase, which has sufficient activity at low temperature ($$<$$ 293 K), is capable of reducing heating costs during the saccharification process and is suitable for simultaneous saccharification and fermentation. Endo-1,4-$$beta$$-glucanase from the earthworm Eisenia fetida (EF-EG2) belonging to glycoside hydrolase family 9 has been shown to have the highest activity at 313 K, and also retained a comparatively high activity at 283 K. The recombinant EF-EG2, expressed in ${it Pichia pastoris}$, was purified and then grew needle-shaped crystals with dimensions of 0.02 $$times$$ 0.02 $$times$$ 1 mm. The final model of EF-EG2, including 435 residues, two ions, seven crystallization reagents and 696 waters, was refined to a crystallographic $$R$$-factor of 14.7% (free ${it R}$-factor of 16.8%) to 1.5 ${AA}$ resolution. The overall structure of EF-EG2 has an($$alpha$$/$$alpha$$)$$_{6}$$ barrel fold which contains a putative active-site cleft and a negatively charged surface. Furthermore, in the structure of the E431Q mutant of EF-EG2 complexed with cellotriose (CTR), electron densities corresponding to CTR are observed well at -4 to -2 subsites. This structural information helps us understand the catalytic and cold adaptation mechanisms of EF-EG2.
