The results of an international review of separation processes for spent nuclear fuel (SNF) recycling in future closed fuel cycles with the evaluation of Technology Readiness Level are reported. This study was made by the Expert Group on Fuel Recycling Chemistry (EGFRC) organised by the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD). A unique feature of this study was that processes were classified according to a hierarchy of separations aimed at different elements within spent fuel (uranium; uranium-plutonium co-recovery; minor actinides; high heat generating radionuclides) and also the Head-end processes, used to prepare the SNF for chemical separation, were included. Separation processes covered both wet (hydrometallurgical) and dry (pyro-chemical) processes.

Technology readiness levels for partitioning and transmutation of minor actinides in Japan

In order to provide a quantitative assessment for the maturity of the partitioning and transmutation technology relative to its full-scale deployment, a technology readiness level (TRL) process was used. The definitions of TRL used in this study were based on those used in the Global Nuclear Energy Partnership (GNEP). The TRL was evaluated and the technology pathway was discussed for the systems of FBR and ADS for the minor actinides (MA) transmutation, MA partitioning processes, and MA-bearing fuels. Through the evaluation, it was recognized that hard requirements to be satisfied were present at TRL 5 for each technology development. The introduction of lab-scale tests with actual spent fuel for MA partitioning process and with actual separated materials for MA-bearing fuels fabrication and irradiation before the engineering scale tests may be effective and efficient solution.

Regarding Irradiation Assisted Stress Corrosion Cracking (IASCC) for austenitic stainless steel of the light water reactor (LWR), a lot of data that concerns the post irradiation evaluation (PIE) is acquired. However, IASCC occurs in LWR condition. Therefore, it is necessary to confirm adequacy of the PIE data comparing the experiment data under the simulated LWR condition. Bigger specimen is needed to acquire the effective data for the destruction dynamics in the study of stress corrosion cracking under neutron irradiation condition. Therefore, development of a new crack growth unit which can load to bigger is necessary to the neutron irradiation test. As a result, a prospect was provided in the unit that could load to specimen by changing load mechanism to the lever type from the linear type. And also, in the development of crack propagation unit, some technical issues were extracted from the discussion of the unit structure adopting the LVDT (Linear Variable Differential Transformer).

Flexible fuel cycle R&D for the smooth FBR deployment

Transition period from light water reactors (LWR) to fast breeder reactors (FBR) is quite important to achieve the future FBR cycle system. The transition scenarios were carefully studied and the Flexible Fuel Cycle Initiative (FFCI) was proposed in this study. FFCI carries out about 90% uranium (U) removal from LWR spent fuels (SF) at first and then recovers plutonium/uranium (Pu/U) from the remaining SF named "recycle material"(RM) (about 40% U, 15% Pu and 45% other nuclides) for FBR fresh fuel fabrication according to the FBR deployment status. The FFCI has some merits compared with ordinary system that carries out full reprocessing of LWR SF, that is volume reduction of LWR SF by its conversion to RM (proliferation resistant material), and storage and supply of high Pu density RM according to FBR deployment rate changes.

Uranium recovery in LWR reprocessing and plutonium/residual uranium conditioning in FBR reprocessing for the transition from LWR to FBR

In order to flexibly manage the transition period from LWR to FBR, the authors investigated the transition scenario and proposed the Flexible Fuel Cycle Initiative (FFCI). In FFCI, LWR spent fuel reprocessing only carries out the removal of about 90% uranium that will be purified and utilized in LWR after re-enrichment. The residual material (40% U, 15% Pu and 45% other nuclides) is transferred to temporary storage and/or FBR spent fuel reprocessing to recover Pu/U followed by FBR fresh fuel fabrication depending on the FBR introduction status. The FFCI has some merits compared with ordinary system that consists of full reprocessing facilities for both LWR and FBR spent fuels, that is smaller LWR reprocessing facility, spent LWR fuel reduction, storage and supply of high proliferation resistant and high Pu density material that can flexibly respond to FBR introduction rate changes. The Pu balance was calculated under several cases, which revealed that the FFCI could supply enough Pu to FBR in any cases.

It is known that Irradiation Assisted Stress Corrosion Cracking (IASCC) occurs when austenitic stainless steel components used for light water reactor (LWR) are irradiated for a long period. In order to evaluate the high aging of the nuclear power plant, the study of IASCC becomes the important problem. The specimens irradiated in the reactor were evaluated by post irradiation examination in the past study. For the appropriate evaluation of IASCC, It is necessary to test it under the simulated LWR conditions; temperature, water chemistry and irradiation conditions. In order to perform in-pile SCC test, saturated temperature capsule (SATCAP) was developed. There are crack growth test, crack propagation test and so on for in-pile SCC test. In this report, SATCAP for crack propagation test is reported.

The National Centralized Tokamak (NCT) facility program is a domestic research program for advanced tokamak research to succeed JT-60U incorporating Japanese university accomplishments. The mission of NCT is to establish high beta steady-state operation for DEMO and to contribute to ITER. The machine flexibility and mobility is pursued in aspect ratio and shape controllability, feedback control of resistive wall modes, wide current and pressure profile control capability for the demonstration of the high-b steady state.

Titanium is being studied for the high-level radioactive waste package material. Titanium has good corrosion resistance, however there is the possibility of hydrogen embrittlement with absorption of hydrogen in reducing condition. Experimental studies were performed to evaluate the hydrogen absorption behaviors of titanium in reducing condition. The failure model of the titanium overpack was also examined from the viewpoint of fracture mechanism in order to evaluate the fracture behavior of the titanium overpack caused by the hydrogen absorption. (1) Scratch test was conducted in reduce condition. The surface films on the titanium specimen were analyzed to examine the changes of the existing films and the growth phenomena of the regenerated films on the titanium specimen. (2)The long-term reaction test of the titanium specimen using the glass-seal ampoules maintaining reducing condition was conducted and analyses of the hydrogen gas generation and absorption quantitative as well as the generated film evaluation were performed. (3) Under reducing condition, the electrochemical acceleration tests of the titanium specimen were conducted. The effect of acceleration rate on the hydrogen absorption and surface film was evaluated, and the prediction as to the hydrogen absorption behavior at a natural state was also made. (4) The prediction of the maximum residual stress and the evaluation of crack growth of the titanium overpack based on the previous studies were performed. Feasibility of the modeling of fracture phenomenon with existing analysis technique was examined and the items to be developed were also discussed.
