This report describes the status of nuclear seismic safety assurance in Japan before 2007, followed by the background and main achievements of the activities of the three research committees in collaboration with the Japan Association for Earthquake Engineering (JAEE) and the Atomic Energy Society of Japan (AESJ), and finally a summary of the points that the author considers important as the end of these activities.

The research committee on "Basic Safety Principles on Earthquake Engineering" was established in Japan Association for Earthquake Engineering (JAEE) to propose the basic safety principles on earthquake engineering for nuclear power plants (NPPs) based on defense in depth and also risk concept. In the committee, three working groups were also established. In working group 1 (WG1), which was parallel established as a subcommittee of "Basic Safety Principles on Earthquake Engineering" in Atomic Energy Society of Japan (AESJ), the contents of the basic safety principles on earthquake engineering has been discussed and the material for discussion has been summarized. This paper summarizes the basic principles and points of contention through the discussion.

Earthquake safety assurance in the earthquake-prone country like Japan is the most important from our past experiences. For assurance of nuclear safety, earthquake disasters have the following characteristics; phenomenological uncertainty, widely spread disaster, common-cause failure, and contingent events. These should be properly treated in terms of the risk concept, defense-in-depth concept and integrated decision-making framework including hard and software. Furthermore, it is obvious from the recent earthquake disasters that a ultimate goal of earthquake safety assurance in general is to reduce the number of human casualties due to future earthquakes including earthquake disasters of human deaths due to general buildings collapse and nuclear accident induced by earthquakes. This paper introduces basic concept based on the risk concept to propose the integrated decision making for earthquake disasters.
