Annual report on the environmental radiation monitoring around the Tokai Reprocessing Plant FY2020

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2020 to March 2021. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

In the Japan Proton Accelerator Research Complex, the purpose of the 3 GeV rapid cycling synchrotron (RCS) is to accelerate a 1 MW, high-intensity proton beam. To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

We surveyed the relationship between the scale of space weather events and their occurrence rate in Japan and we discussed the social impact of these phenomena during the Project for Solar-Terrestrial Environment Prediction (PSTEP). The information was compiled for domestic users of space weather forecasts for appropriate preparedness against space weather disasters. This paper gives a comprehensive summary of the survey, focusing on the fields of electricity, satellite operations, communication and broadcasting, satellite positioning usage, aviation, human space activity, and daily life on the Earth's surface, using the cutting-edge knowledge of space weather. Quantitative estimations of the economic impact of space weather events on electricity and aviation are also given.

A multi-domain protein can have various conformations in solution. Interactions with other molecules result in the stabilization of one of the conformations and change in the domain dynamics. SAXS, a well-established experimental technique, can be employed to elucidate the conformation of a multi-domain protein in solution. NSE spectroscopy is a promising technique for recording the domain dynamics in nanosecond and nanometer scale. Despite the great efforts, there are still under development. Thus, we quantitatively removed the contribution of diffusion dynamics and hydrodynamic interactions from the NSE data via incoherent scattering, revealing the differences in the domain dynamics of the three functional states of a multi-domain protein, MurD. The differences among the three states can be explained by two domain modes.

Since fiscal 2011, a practical training course using the JMTR and other research infrastructures has been provided by Neutron Irradiation Testing Reactor Center for foreign young researchers and engineers in Asian and other countries which are planning to introduce power reactors. The aim of this course is to contribute to the human resource development in nuclear research field and to increase the future use the JMTR. On the other hand, a training course for Japanese young researchers and engineers has been conducted since fiscal 2010. These two separate courses were integrated. In fiscal 2015, this training course was conducted for 2 weeks and 17 young researchers and engineers from 7 countries were participated. They studied about the general outline of nuclear research, current status and R&D about nuclear energy, safety management of nuclear reactor, irradiation behavior of materials and fuels, facilities and technologies for irradiation and post irradiation, and nuclear characteristics of the reactor through lectures and practical trainings. At the end of the course, we had a discussion about the current status and future of energy mix and renewable energies of each country was discussed. The content of this training course in fiscal 2015 is reported in this paper.

The number of research reactors in the world is decreasing because of their aging. On the other hand, the necessity of research reactor, which is used for human resources development, progress of the science and technology, industrial use and safety research is increasing for the countries which are planning to introduce the nuclear power plants. From above background, the Neutron Irradiation and Testing Reactor Center began to discuss a basic concept of Multipurpose Compact Research Reactor (MCRR) for education and training, etc., on 2010 to 2012. This activity is also expected to contribute to design tool improvement and human resource development in the center. In 2011, design study of reactor core, irradiation facilities with high versatility and practicality, and hot laboratory equipment for the production of Mo-99 was carried out. As the result of design study of reactor core, subcriticality and operation time of the reactor in consideration of an irradiation capsule, and about the transient response of the reactor to the reactivity disturbance during automatic control operation, it was possible to do automatic operation of MCRR, was confirmed. As the result of design study of irradiation facilities, it was confirmed that the implementation of an efficient mass production radioisotope Mo-99 can be expected. As the result of design study with hot laboratory facilities, Mo-99 production, RI export devised considered cell and facilities for exporting the specimens quickly was designed.

Total and partial photoneutron cross sections for Pb isotopes

Using quasi-monochromatic laser-Compton scattering $$gamma$$ rays, total photoneutron cross sections were measured for $$^{206,207,208}$$Pb near neutron threshold with a high-efficiency 4$$pi$$ neutron detector. Partial $$E$$1 and $$M$$1 photoneutron cross sections along with total cross sections were determined for $$^{207,208}$$Pb at four energies near threshold by measuring anisotropies in photoneutron emission with linearly-polarized $$gamma$$ rays. The $$E$$1 strength dominates over the $$M$$1 strength in the neutron channel where $$E$$1 photoneutron cross sections show extra strength of the pygmy dipole resonance in $$^{207,208}$$Pb near the neutron threshold corresponding to 0.32-0.42% of the Thomas-Reiche-Kuhn sum rule. Several $$mu$$$$_N^{2}$$ units of B($$M$$1)$$uparrow$$ strength were observed in $$^{207,208}$$Pb just above neutron threshold, which correspond to an $$M$$1 cross section less than 10% of the total photoneutron cross section.

The number of research reactors in the world is decreasing because of their aging. However, the planning to introduce the nuclear power plants is increasing in Asian countries. In these Asian countries, the key issue is the human resource development for operation and management of nuclear power plants after constructed them, and also the necessity of research reactor, which is used for lifetime extension of LWRs, progress of the science and technology, expansion of industry use, human resources training and so on, is increasing. From above backgrounds, the Neutron Irradiation and Testing Reactor Center began to discuss basic concept of a multipurpose low-power research reactor for education and training, etc. This design study is expected to contribute not only to design tool improvement and human resources development in the Neutron Irradiation and Testing Reactor Center but also to maintain and upgrade the technology on research reactors in nuclear power-related companies. This report treats the activities of the working group from July 2010 to June 2011 on the multipurpose low-power research reactor in the Neutron Irradiation and Testing Reactor Center and nuclear power-related companies.

Photoneutron cross sections were measured for $$^{118}$$Sn, $$^{119}$$Sn, $$^{120}$$Sn, $$^{122}$$Sn, and $$^{124}$$Sn near neutron threshold with quasi-monochromatic laser-Compton scattering $$gamma$$-rays. A systematic analysis of the present photoneutron data and existing neutron-capture data is made using the $$gamma$$-ray strength function on the basis of the HFB+QRPA model of E1 strength supplemented with a pygmy dipole resonance, which was deduced from a previous study on $$^{116}$$Sn and $$^{117}$$Sn. Radiative neutron capture cross sections for two radioactive nuclei, $$^{121}$$Sn and $$^{123}$$Sn, are deduced through the $$gamma$$-ray strength function method.

Stability of residual stress induced by laser peening under cyclic mechanical loading

The purpose of this paper is to investigate the behavior of compressive residual stress induced by laser peening under external loading on an age-hardened high-strength aluminum alloy A2024-T3, a low-carbon austenitic stainless steel SUS316L (Type 316L) and a nickel-based alloy NCF600 (Alloy 600). The surface residual stress was measured intermittently by X-ray diffraction during cyclic uniaxial loading. The compressive residual stress due to laser peening significantly decreased during the first few cycles at stress ratio of 0.1 with the maximum loading stress exceeding the 0.2 per cent yield stress. Under symmetric loading at the stress ratio of -1 to A2024-T3, a major decrease took place in the compression side of the first loading cycle. The surface residual stresses remained in compression within all the extent of the present experiments, even if the maximum loading stress exceeded the yield stress of the materials.

We report results of studies on surface-temperature dependence of steric effects in dissociative adsorption processes of NO molecules on Si(111)-(7$$times$$7) surface by means of X-ray photoemission spectroscopy. Data presented here show that the reactive sticking probability for N-end collisions is larger than that in O-end collisions at an incident energy of 58 meV. Furthermore, this steric preference is quite sensitive to the surface temperature and the surface coverage. These facts reveal that transient surface trapping of NO molecules in a shallow precursor state plays a key role in the initial step of the NO decomposition on the Si(111)-(7$$times$$7) surface.

Dissociative adsorption of nitric oxide (NO) on Si(111)-7$$times$$7 surface between 330-600 K was investigated using X-ray photoelectron spectroscopy. The uptake curves of both N and O atoms as a function of NO dose revealed a prominent temperature dependence of dissociative adsorption of NO on an Si(111)-7$$times$$7 surface. The decrease in the rates of dissociative adsorption of NO with increasing surface temperature suggested existence of a precursor state. Additionally, the N/O ratio on the surface changed from 1.0 at 330 K to 1.2 at 600 K. This increasing N/O ratio with increasing surface temperature suggests that an additional reaction path opens at higher surface temperature.
