Investigations and consideration on contamination inspection and decontamination criteria at a nuclear emergency

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated/relocated residents and the used motor vehicles, contamination inspection is conducted in the middle of the route from border areas of Nuclear Emergency Planning Zone to evacuation shelters. In the present inspection in Japan, a value of OIL4 = 40,000 cpm is used as decontamination criteria. For the details and derivation methods of the value, however, no official documents are found which give systematically detailed descriptions and explanation. It is also recognized that even few experts on nuclear emergencies can explain these subjects in detail as a whole. In order to explain scientifically and technically the OIL4 value of decontamination criteria used in contamination inspection in Japan, this report aims at investigating and estimating the deviation methods of OIL4, and examining and considering these results. To achieve the objectives, we show the bases for decontamination criteria, and investigate and estimate the derivation methods for limits of a surface contamination density corresponding to the generic criteria for each exposure pathway. Moreover, we give the OIL4 value some consideration and suggestions from a viewpoint of positioning and feature of OIL4 in Japan, and cautionary points at revising the value.

Detailed $$gamma$$-ray spectroscopy of the exotic neon isotope $$^{28}$$Ne has been performed using the one-neutron removal reaction from $$^{29}$$Ne. Based on an analysis of parallel momentum distributions, a level scheme with spin-parity assignments has been constructed for $$^{28}$$Ne and the negative-parity states are identified for the first time. The measured partial cross sections and momentum distributions reveal a significant intruder p-wave strength providing evidence of the breakdown of the N = 20 and N = 28 shell gaps. Only a weak, possible f-wave strength was observed to bound final states. Large-scale shell-model calculations with different effective interactions do not reproduce the large p-wave and small f-wave strength observed experimentally, indicating an ongoing challenge for a complete theoretical description of the transition into the island of inversion along the Ne isotopic chain.

The phase relation and crystal structure of Fe$$_{0.9}$$Ni$$_{0.1}$$H$$_x$$ (D$$_x$$) at high pressures and temperatures up to 12 GPa and 1000 K were clarified by in-situ X-ray and neutron diffraction measurements. Under $$P-T$$ conditions of the present study, no deuterium atoms occupied tetragonal ($$T$$) sites of face-centered cubic (fcc) Fe$$_{0.9}$$Ni$$_{0.1}$$D$$_x$$ unlike fcc FeH$$_x$$(D$$_x$$). The deuterium-induced volume expansion per deuterium $$v_mathrm{D}$$ was determined as 2.45(4) $AA$^3$$ and 3.31(6) $AA$^3$$ for fcc and hcp phases, respectively, which were significantly larger than the corresponding values for FeD$$_x$$. The $$v_mathrm{D}$$ value slightly increased with increasing temperature. This study suggests that only 10% of nickel in iron drastically changes the behaviors of hydrogen in metal. Assuming that $$v_mathrm{D}$$ is constant regardless of pressure, the maximum hydrogen content in the Earth's inner core is estimated to be one to two times the amount of hydrogen in the oceans.

In the Japan Proton Accelerator Research Complex, the purpose of the 3 GeV rapid cycling synchrotron (RCS) is to accelerate a 1 MW, high-intensity proton beam. To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

Recently, $$^{177}$$Lu is considered as one of the most important medical RIs for treating neuroendocrine tumors. A plan to produce $$^{177}$$Lu with high purity by using enriched $$^{176}$$Yb samples with irradiation of deuteron beams in accelerators has been discussed. However, since the other Yb isotopes contained in the Yb sample interacts with deuterons, Lu isotopes other than $$^{177}$$Lu are produced as impurities. Since the purity of $$^{177}$$Lu is important for medical use, a method to evaluate the impurity of Lu has been required. In this study, we proposed a new method to estimate production yields of each Lu isotopes in Yb samples with arbitrary isotopic compositions by using excitation functions of Yb($$d,x$$)Lu reactions and the particle transport calculation code PHITS. The method plays an important role in discussing the isotopic composition of enriched samples to produce high-purity $$^{177}$$Lu using accelerators.

From a view point of practical application of fast breeder reactor cycles, which takes advantage of safety and economic efficiency and makes a contribution of volume reduction and mitigation of degree of harmfulness of high-level radioactive waste, it is necessary to develop fuel cladding materials for fast reactors (FRs) in order to achieve high-burnup. Oxide dispersion strengthened (ODS) steel have been studied for use as potential fuel cladding materials in FRs owing to their excellent resistance to swelling and their high-temperature strength in Japan Atomic Energy Agency. It is very important to establish the materials strength standard in order to apply ODS steels as a fuel cladding. Therefore, it is necessary to acquire the mechanical properties such as tensile, creep rupture strength tests and so on. In this study, tensile and creep rupture strengths of 9Cr-ODS steel claddings were evaluated using by acquired these data. Because of the phase transformation temperature of 9Cr-ODS steel, temperature range for the evaluation was divided into two ones at AC1 transformation temperature of 850$$^{circ}$$C.

In response to the new regulatory standards established in response to the accident at TEPCO's Fukushima Daiichi Nuclear Power Station in March 2011, measures and impact assessments related to internal flooding at HTTR were carried out. In assessing the impact, considering the characteristics of the high-temperature gas-cooled reactor, flooding due to assumed damage to piping and equipment, flooding due to water discharge from the system installed to prevent the spread of fire, and flooding due to damage to piping and equipment due to an earthquake. The effects of submersion, flooding, and flooding due to steam were evaluated for each of them. The impact of the overflow of liquids containing radioactive materials outside the radiation-controlled area was also evaluated. As a result, it was confirmed that flooding generated at HTTR does not affect the safety function of the reactor facility by taking measures.
