This paper presents a new system identification procedure for a time-varying system to estimate natural frequency transition of a building from a strong seismic motion record, named as "Adaptive Forward-Backward Kalman Filter (AFB-KF)". The AFB-KF is compared to the conventional Kalman Filter in the below three points: (1) Forgetting factor for covariance functions to track time-varying structural parameters rapidly, (2) Time-backward estimation scheme and global iteration scheme of the forward and backward processes to estimate unknown initial value of structural parameters, (3) The time series renewal algorithm of statistical properties by reflecting the previous analysis information to improve the identification accuracy. It is useful to accurately identify from natural frequency transition of a building during an earthquake for structural health monitoring which evaluates structural integrity.

In order to strengthen the functions of the self moving survey system, the design of the truck and the data transmission system, the investigation of the handling function and the durability test assumed under the disaster environment were executed. As the basic performance of the self moving survey system, it was demanded to have the functions in order to run on the bumpy road, go up and down the stairs and open and shut of the door. And the remote control by the PHS line or the SS wireless is adopted as an operational method. Moreover, as the function that can monitor the disaster situation in the facility, it was assumed the design that make modular the measurement equipments, which mainly measure alpha ray, gamma ray and neutron, and installed it.In consideration of the radiation monitoring under the environment that assumes the critical accident and a fire and the explosion etc. heat test, humidity test, radiation test, and aerosol (smoke) test for monitoring equipments were executed. As a result of the tests, it was confirmed that all equipment except the semiconductor detector operated normally.

The amount of fission gas (Kr, Xe) in irradiated fuel pellet increases with extending the burn up and that exerts a serious influence upon thermal and mechanical properties of light water reactor fuel. Therefore, the accumulation of the data on the release behavior of fission gas is important in the investigation program of safety and reliability for extended burn up fuel. In the post irradiation examination at the Reactor Fuel Examination Facility in JAERI,the fission gas which released into the plenum region from UO pellet during irradiation has been measured by puncturing test of irradiated fuel rod. The results of puncturing test show the most of fission gas remained in the pellet. It can be seen that the additional release of fission gas might occur under higher burn up and accident conditions. To know the fission gas release behavior from irradiated fuel, the Out Gas analyzer(OGA)which has the performance to heat up the UO pellet stepwise up to 2300C and to measure the released fission gas instantly from the pellet has been developed and installed at RFEF.

The diffraction data show that the structural phase transition at = 24.7 K is accompanied by a reduction in the symmetry of the Dy site to 2/, from 4/, and the spatial ordering of the time-even Dy multipoles with A character. Below the crystal structure is described by the space group 4/ and Dy ions occupy sites (4). The distortion at T involves the lattice occupied by B and C ions, and it amounts to a buckling of B-C planes that are normal to the two-fold rotation axis of 2/. An immediately plausible model of low-energy Dy states correlates data on the specific heat, our X-ray diffraction signals, and magnetic ordering below 15.3 K which has been observed in magnetic neutron diffraction.

Alpha dust monitors are used for continuous measurering of airborne alpha contamination in radiation control area in NCL JAEA. In case of emergency, alarm is issued to evacuate workers. However, number of false alarms due to degradation of equipment are increasing year by year, because the equipment has been used more than 30 years. Now, we are updating our old silicon detectors to new ion-implanted silicon detectors with high endurance. We are also installing new preamplifier cercuits which is strong against electrical noise. As a result, reliability of alpha dust monitors has been ensured. In this talk, a report about our effective deal with the aging equipment will be given.
