We investigated the electronic structure of the Mg$$_{99.2}$$Zn$$_{0.2}$$Y$$_{0.6}$$ alloy using hard and soft X-ray photoemission spectroscopy and electronic band structure calculations to understand the mechanism of the phase stability of this material. Electronic structure of the Mg$$_{99.2}$$Zn$$_{0.2}$$Y$$_{0.6}$$ alloy showed a semi-metallic electronic structure with a pseudo-gap at the Fermi level. The observed electronic structure of the Mg$$_{99.2}$$Zn$$_{0.2}$$Y$$_{0.6}$$ alloy suggests that the presence of a pseudogap structure is responsible for phase stability.

The number of research reactors in the world is decreasing because of their aging. On the other hand, the necessity of research reactor, which is used for human resources development, progress of the science and technology, industrial use and safety research is increasing for the countries which are planning to introduce the nuclear power plants. From above background, the Neutron Irradiation and Testing Reactor Center began to discuss a basic concept of Multipurpose Compact Research Reactor (MCRR) for education and training, etc., on 2010 to 2012. This activity is also expected to contribute to design tool improvement and human resource development in the center. In 2011, design study of reactor core, irradiation facilities with high versatility and practicality, and hot laboratory equipment for the production of Mo-99 was carried out. As the result of design study of reactor core, subcriticality and operation time of the reactor in consideration of an irradiation capsule, and about the transient response of the reactor to the reactivity disturbance during automatic control operation, it was possible to do automatic operation of MCRR, was confirmed. As the result of design study of irradiation facilities, it was confirmed that the implementation of an efficient mass production radioisotope Mo-99 can be expected. As the result of design study with hot laboratory facilities, Mo-99 production, RI export devised considered cell and facilities for exporting the specimens quickly was designed.

Structural deformation of a magnetocapacitive material SmMnO$$_3$$ was studied by X-ray diffraction measurement in a magnetic field. This antiferromagnetic material shows a jump in dielectric constant at 9 K only when a magnetic field of a few tesla is applied. In-field X-ray diffraction measurements clarified that there is no sudden change in structure that involves atomic displacement within the c-plane in Pbnm notation, while the antiferromagnetic phase transition at 60 K gives rise to a noticeable rotation of the MnO$$_6$$ octahedra. This rotation occurs to maximize the energy gain through the exchange interaction.

Current status of JMTR

The JMTR has been utilized for fuel/material irradiation examinations of LWRs, HTGR, fusion reactor as well as for RI productions. The refurbishment of the JMTR was started from the beginning of JFY 2007, and finished in March 2011 as planned schedule. Unfortunately, at the end of the JFY 2010 on March 11, the Great-Eastern-Japan-Earthquake occurred, and functional tests before the JMTR restart were delayed by the earthquake. Moreover, a detail inspection found some damages such as small cracks in the concrete structure, ground sinking around the reactor building. Consequently, the restart will delay from June 2011. Now, the safety evaluation of the facility after the earthquake disaster is being carried out aiming at the restart of the JMTR. The renewed JMTR will be started from JFY 2012 and operated for a period of about 20 years until around JFY 2030. The usability improvement of the JMTR is also discussed with users as the preparations for re-operation.

The number of research reactors in the world is decreasing because of their aging. However, the planning to introduce the nuclear power plants is increasing in Asian countries. In these Asian countries, the key issue is the human resource development for operation and management of nuclear power plants after constructed them, and also the necessity of research reactor, which is used for lifetime extension of LWRs, progress of the science and technology, expansion of industry use, human resources training and so on, is increasing. From above backgrounds, the Neutron Irradiation and Testing Reactor Center began to discuss basic concept of a multipurpose low-power research reactor for education and training, etc. This design study is expected to contribute not only to design tool improvement and human resources development in the Neutron Irradiation and Testing Reactor Center but also to maintain and upgrade the technology on research reactors in nuclear power-related companies. This report treats the activities of the working group from July 2010 to June 2011 on the multipurpose low-power research reactor in the Neutron Irradiation and Testing Reactor Center and nuclear power-related companies.

Several technical R&D activities related to the blanket materials are newly launched as a part of the Broader Approach (BA) activities, which was initiated by the EU and Japan. According to the common interests of these parties for DEMO, R&Ds on reduced activation ferritic/martensitic (RAFM) steels as structural material, SiCf/SiC composites as a flow channel insert material and/or alternative structural material, advanced tritium breeders and neutron multipliers, and tritium technology are carried out through the BA DEMO R&D program, in order to establish the technical bases on the blanket materials and the tritium technology required for DEMO design. This paper describes overall schedule of those R&D activities and recent progress in Japan carried out by JAEA as the domestic implementing agency on BA, collaborating with Japanese universities and other research institutes.

As a part of the Broader Approach (BA) activities, the research and development on blanket related materials and tritium technology have been initiated toward DEMO by Japan and EU. Recently, those five R&D items have progressed substantially in Japan and EU. As a preparatory work aiming at the RAFM steel muss-production development, a 5-ton heat of RAFM steel (F82H) was procured with the Electro Slag Re-melting as a secondary melting. The result of the double notch tensile test method for the NITE-SiC$$_{f}$$/SiC specimen indicated notch insensitivity and very minor size effect on proportional limit tensile stress and fracture strength. For the fabrication technology development of beryllide neutron multiplayer pebbles, Be- Ti inter-metallic pebbles have been sintered directly from the mixed powder of Be and Ti in Japan.

An energy distribution function of energetic particles in the universe or cosmic rays is well represented by a power-law spectrum, therefore, nonthermal acceleration is essential to understand the origin of cosmic rays. A possible candidate for the origin of cosmic rays is wakefield acceleration at relativistic astrophysical perpendicular shocks. Substituting an intensive laser pulse for the large amplitude light waves, we performed a model experiment of the shock environments in a laboratory plasma.

Investigation on integrity of JMTR reactor building

The refurbishment of JMTR is scheduled from the beginning of FY 2007 to the end of FY 2010. An integrity investigation for concrete structures of the JMTR buildings was carried out in early phase of the refurbishment. This paper describes investigated results and repair work of the vent stack, trenches, canal building and the filter bank. Investigated items were the concrete surface deterioration, rebound number (nondestructive estimation of strength), comprehensive strength using drilled concrete core test piece, carbonation depth, reinforced bar corrosion and chloride ion content. The integrity of these concrete structures was confirmed by these investigations. Based on the investigation results, repair works such as re-painting were carried out from the viewpoint of preventive maintenance for the vent stack, trenches and canal building.

Substituting an intensive laser pulse for the large amplitude light waves, we performed a model experiment of the shock environments in a laboratory plasma. An intensive laser pulse was propagated in a plasma tube created by imploding a hollow polystyrene cylinder, as the large amplitude light waves propagated in the upstream plasma at an astrophysical shock. Nonthermal electrons were generated, and the energy distribution functions of the electrons have a power-law component with an index of 2.

We report crystal growth of human immunodeficiency virus 1 protease (HIV PR) in a complex with its inhibitor KNI-272 by six different methods. Comparative analysis indicates that top-seeded solution growth (TSSG) and TSSG combined with the floating and stirring technique (TSSG-FAST) are efficient strategies for rapidly obtaining large single crystals and effectively preventing polycrystallization of the seed crystal. Neutron diffraction analysis confirmed that the crystalobtained by TSSG is a high-quality single crystal. Furthermore, crystal shape was observed to be influenced by solution flow, suggesting that the degree of supersaturation significantly affects the crystal growth direction of HIV PR complex. This finding implies that the shape of the HIV PR complex crystal might be controlled by the solution flow rate.

The remarkable enhancements of the extraction efficiency of Am(III) and Eu(III) and the separation efficiency between Am(III) and Eu(III) were achieved through changes in counter anions and/or organic solvents, in the solvent extraction of Am(III) and Eu(III) with a tripodal ligand, tris(2-pryidylmethyl)amine (tpa). The separation factor (Am/Eu), which is defined as the ratio between the distribution ratios of Am(III) and Eu(III), ranged from 10 to 50 using various combinations of counter anions and organic solvents. The extraction equilibria of Am(III) and Eu(III) with tpa in 1,2-dichloroethane were determined in detail through slope analyses in order to elucidate the mechanism of separation and identify the extracted species.

Oxygen content in ODS ferritic steel is the most important element to determine the mechanical properties. The oxygen contamination from the air is perfectly prevented by using new designed ball mill and the subsequent process control. Zr, Hf and Ti added ODS steels with three oxygen levels for the evaluation tests are fabricated.

This paper reports the crystallization and preliminary neutron diffraction measurements of HIV-1 protease, a potential target for anti-HIV therapy, complexed with an inhibitor (KNI-272). The aim of this neutron diffraction study is to obtain structural information about the H atoms and to determine the protonation states of the residues within the active site. The crystal was grown to a size of 1.4 mm$$^{3}$$ by repeated macroseeding and a slow-cooling method using a two-liquid system. Neutron diffraction data were collected at room temperature using a BIX-4 diffractometer at the JRR-3 research reactor of the Japan Atomic Energy Agency (JAEA). The data set was integrated and scaled to 2.3 ${AA}$ resolution in space group P2(1)2(1)2, with unit-cell parameters a = 59.5, b = 87.4, c = 46.8 ${AA}$.
