NAIIC emphasized the possibility of seismically-induced reactor coolant leakage and implied its causal connection to the accident, in particular at the Fukushima Daiichi Unit 1. This view of NAIIC has been addressed by the Accident Investigation Committee established by the Cabinet decision, NISA, and the Secretariat of NRA. Based on seismic response analyses, plant records and simulations, their reports uniformly note that seismically-induced leakage is unlikely to be a causal factor for the core damage though the possibility of insignificantly small leakage cannot be ruled out completely. Also refuted are some of the arguments made by NAIIC as grounds for suspecting safety-significant leakage. The present report re-examines the leak detection capability through the review of plant instruments and post-accident simulations, and adds some arguments in order to resolve the issue raised by NAIIC without technical ambiguity as far as possible. As well, the plant design uniqueness of Unit 1, the history of facility changes, the operating procedures and the actual operations are looked into to raise issues for further investigation.

To insolubilize DNA for preparing a novel carcinogen adsorbent, effects of -ray irradiation on aqueous solutions of mixtures of DNA with cross-linking biopolymers (CBP): gelatin, bovine serum albumin, carboxymethyl cellulose and hydroxyethyl-cellulose, O-[2-hydroxy-3-(trimethyl ammonio)-propyl], chloride have been studied. DNA-CBP hybrid gels were successfully prepared from aqueous mixtures of DNA with CBP in a limited range of irradiation dose. Gel fraction (Gf) and swelling ratio (S) of the hybrid gels were measured. The Gf and S of hybrid gels increased and decreased, respectively, with increasing irradiated dose. Adsorption of one of carcinogen, acridine orange, was also examined for the gels. From the experimental results, the optimum condition for preparing insolubilized homogeneous DNA gels was determined.

Dielectric relaxation measurements were performed for the systems of hydroxypropylmethylcellulose (HPMC) in 1,4-dioxane and HPMC gel immersed in 1,4-dioxane. The HPMC gel was prepared by an electron beam irradiation for HPMC aqueous solution. Two relaxation processes were observed for both samples. Higher frequency process of each sample in the range of 300 kHz - 100 MHz was attributed to a chain motion of HPMC, while lower frequency process observed for the HPMC gel in the range 100 Hz - 300 kHz was significantly larger than the HPMC in dioxane. This observation indicates that DC conductivity due to the beam irradiation had a pronounced effect for the slower relaxation process.

Chlorine dioxide has been used as a disinfectant of drinking water because of strong oxidizing activity against various microbial proteins. Chlorine dioxide has a boiling point of 283 K and a melting point of 214 K, and amber liquid at 273 K with density of 1.64. It is known that, in the solid phase, dimerization occurs due to interaction between Cl and O belonging to the neighboring molecule. Focusing onto the inter-molecular correlations of chlorine dioxide in the liquid state, we have measured high energy X-ray diffraction at 204 K and 273 K and performed reverse Monte Carlo (RMC) structure modeling based on the experimental structural data. In order to distinguish the orientational correlation by intermolecular interaction from the geometrical correlation, we compared the results of full RMC results with the structure model of free packing. As a result, its inter-molecular correlation, especially inter-molecular O-O correlation, becomes weak with increasing temperature.
