Probabilistic safety study has extensively been developed for nuclear energy use with the basic techniques of probabilistic safety assessment(PSA) or Probabilistic Risk Assessment (PRA) which is now indispensatle especially for nuclear reactor safety and particularly with respect to the evaluation of severe accidents and to the achievement of safety goal. In the field of non-reactor fuel cycle facilities, however, there is at the present moment very limited application of PSA. This report su㎜arizes several papers related to probabilistic safety study on nuclear fuel cycle facilities given, as basic data for safety study of facilities such as reprocessing and plutonium fuel fabrication facilities in Tokai Works. Contents consist of classification and su㎜arization of about 60 papers in addition to comments related to the safety study of the Tokai facilities.

The environmental radiation monitoring around the Tokai Reprocessing Plant has been performed since 1975, based on "Safety Standard for the Tokai Reprocessing Plant, Chapter V - Environmental Monitoring". This annual report presents interpretation of the results of the environmental monitoring and the results of dose estimation to the hypothetical inhabitants due to the annual discharges of the radioactivity from the reprocessing plant during 1986. Notes of this year may be the detection of the radioactivities in various kinds of samples following the accident at Chernobyl nuclear power plant. Appendix presents comprehensive information, such as, monitoring program, monitoring results, meteorological data, annual discharges from the plant and results of dose estimation.

An accident took place at the Chernobyl nuclear power plant in USSR in the early hours of 26 April 1986. The plant caught fire and some degree of reactor inventry was released to the environment. Following the accident, debris of the radioactivity from Chernobyl was detected in all the European countries and countermeasures were taken in some countries. In Japan, many kinds of radionuclides were detected in rain, airbone dust and other environmental samples from 3 May and "Headquaters for Radioactivity Countermeasure" was organized in the Japanese Government. Health and Safety Division at the Tokai Works, PNC, performed the environmental monitoring for the Chernobyl accident in addition to the statutory monitoring program. This report presents results of the environmental monitoring performed at Tokai Works. Furthermore, study on the environmental transfer parameters and preliminary estimation of the committed dose equivalent to the public around Tokai area are discussed.

This report presents current information from the environmental protection section, Tokai works, PNC on radiation monitoring around the reprocessing plant during 1980. The report consists of general interpretive report on the results, individual interpretive reports and maximum radiation dose which may be received by hypothetical inhabitants, caused by discharge of radioactivity into both marine and terrestrial environments. Subsequent supplements include tabulations of results including meteorological observations and radioactivity measurements oil discharge effluent from the plant.
