The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

However, chemical pressure is difficult to quantify and a clear correspondence between these two types of pressure is still lacking. Here, we study intermetallic candidates for a permanent magnet with a negative thermal expansion (NTE). Based on in situ synchrotron X-ray diffraction, negative chemical pressure is revealed in HoFe on Al doping and quantitatively evaluated by using temperature and pressure dependence of unit cell volume. A combination of magnetization and neutron diffraction measurements also allowed one to compare the effect of chemical pressure on magnetic ordering with that of hydrostatic pressure. Intriguingly, pressure can be used to control suppression and enhancement of NTE. Electronic structure calculations indicate that pressure affected the top of the majority band with respect to the Fermi level, which has implications for the magnetic stability, which in turn plays a critical role in modulating magnetism and NTE. This work presents a good example of understanding the effect of pressure and utilizing it to control properties of functional materials.

Based on the regulations (the safety regulation of Tokai Reprocessing Plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and by law of Ibaraki Prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2021. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

This study aims to identify the factors influencing the permeability of the Toki granite, central Japan. Permeability of core samples, measured by a gas permeameter, largely increases in the fault and fracture zones. Although a significant correlation is identified between permeability and P-wave velocity, this correlation is enhanced by classifying the samples into two groups by the Mn/Fe concentration ratio. Thus, lithofacies is another control factor for permeability due to the difference in mineral composition. Moreover, permeability shows significant negative and positive correlations with Si and Ca concentrations, respectively. These concentrations are probably affected by dissolution of silicate minerals and calcite generation in the hydrothermal alteration process. Therefore, a combination of hydrothermal alteration and strong faulting are the predominant processes for controlling permeability.

The short step construction method is the standard construction method for deep shaft excavation. However, considering the shaft construction in the sedimentary rock widely distributed in Japan, the support concrete stress can become excessive especially when there are bad conditions such as low rock strength, anisotropic initial stress, or high ground pressure. In this research, we introduced the dual support design to the short step construction method in order to reduce the support stress, and confirmed the validity by three dimensional numerical analysis. Validation analysis was conducted using the in-situ data in the Horonobe Underground Research Project conducted by Japan Atomic Energy Agency.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2016 to March 2017. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Electric Power Company Holdings, Inc. in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and were exceeded the normal range of fluctuation in the monitoring, were evaluated.

The internal stress in crystalline thermoplastics, polyphenylene sulphide (PPS), reinforced by carbon fibers of 30 mass% was measured by the diffraction method using synchrotron with energy of 12.3 keV. The stress in the matrix was determined by the sin2psi method with side-inclination optics of transmitted X-ray diffractions. Using skin-layer strips cut parallel, perpendicular and 45 degree to the molding direction of the injection molded plates, the matrix stress was measured under the uniaxial applied stress. The experimental values were at least qualitatively agreed with the prediction derived based on micromechanics. The quantitative difference between experiment and prediction is mainly due to the neglect of the distribution of fiber orientations in the micromechanics prediction. These residual stresses were caused by the mismatch of the thermal expansion coefficient between matrix and fibers.
