ISCNが行っている核不拡散・核セキュリティに係る人材育成支援は、ニーズ重視・実用性重視を特徴としている。その一環として、ISCNは体験型・双方向型の研修を実施するための研修ツールである核防護実習フィールド及びVRシステムを開発し研修に用いてきた。2023年度には、本施設を大幅にアップグレードし、ISCN実習フィールドとして拡充した。本稿では、本施設の概要と、今後の研修への活用について報告する。

核燃料サイクル開発機構東海事業所は、原子力理解促進のため平成8年12月にPAチーム「スイートポテト」を結成した。スイートポテトでは、JCO臨界事故後の地域住民の原子力に対する不信感や学校関係者の原子力防災への関心の高まりを踏まえて、活動の重点を地域住民や若年層を対象とした原子力理解活動に置き、平成13年度より小中学校への出張授業を中心に活動している。本報告は、これまでの活動から得た多くの知見や成果をまとめることにより、今後の活動に資するものである。

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security of Japan Atomic Energy Agency (ISCN/JAEA) has conducted more than 200 training courses aiming at strengthening nuclear nonproliferation and nuclear security since its establishment in 2010. Their features are the needs-oriented approach, interactivity, and practicality so that they are highly effective. As a part of these activities, ISCN has developed the Physical Protection Exercise Field (PPEF) and the Virtual Reality (VR) system, which are training tools for implementing experience-oriented and interactive lessons. The PPEF is equipped with various sensors, cameras, and other physical protection equipment, thus constituting an actual physical protection system. On the other hand, the VR system has a large-scale display and provides a 3D virtual space that simulates a model nuclear power plant. These two facilities are mutually complementary and contribute to a deeper understanding for trainees, through practical exercises that are in addition to the classroom lectures. These two facilities initiated its full-scale operation from 2012 JFY. Then, in FY2023, a major upgrade of the PPEF was made to meet recent training needs. The new PPEF, called ISCN Exercise Field (IEF) equips new housings holding 1) Physical Protection (PP) Exercise Building including upgraded mock-CAS, and 2) Virtual Reality (VR) Building. They provide opportunities of new training development for, such as cyber security inspection, performance testing, table-top-exercise, etc. Furthermore, the combined use of PP equipment and VR system will enable more effective exercises. The paper will discuss an outline of the IEF and the its potential use for new or more effective trainings in the future.
