We surveyed the relationship between the scale of space weather events and their occurrence rate in Japan and we discussed the social impact of these phenomena during the Project for Solar-Terrestrial Environment Prediction (PSTEP). The information was compiled for domestic users of space weather forecasts for appropriate preparedness against space weather disasters. This paper gives a comprehensive summary of the survey, focusing on the fields of electricity, satellite operations, communication and broadcasting, satellite positioning usage, aviation, human space activity, and daily life on the Earth's surface, using the cutting-edge knowledge of space weather. Quantitative estimations of the economic impact of space weather events on electricity and aviation are also given.

The PSTEP is a nationwide research collaboration in Japan and was conducted from April 2015 to March 2020, supported by a Grant-in-Aid for Scientific Research on Innovative Areas from the Ministry of Education, Culture, Sports, Science and Technology of Japan. It has made a significant progress in space weather research and operational forecasts, publishing over 500 refereed journal papers and organizing four international symposiums, various workshops and seminars, and summer school for graduate students at Rikubetsu in 2017. This paper is a summary report of the PSTEP and describes the major research achievements it produced.

Japan Atomic Energy Agency (JAEA) has been conducting R&D on the thermochemical iodine-sulfur (IS) process for nuclear-powered hydrogen production. The IS process is one of the promising candidates of heat application of the high-temperature gas-cooled reactors. JAEA fabricated main chemical reactors made of industrial structural materials and confirmed their integrity in practical corrosive environments in the IS process. Based on the results of these confirmation tests, JAEA have constructed a 100 NL/h-H$$_{2}$$-scale test facility made of industrial structural materials. In this report, we succeeded in extending the hydrogen production time from 8 hours to 31 hours by developing a stable hydrogen iodide solution transfer technology in a continuous hydrogen production test. In addition, using the fracture test data of the ceramic specimen, an equation for estimating the strength of the ceramic component was developed.

Real-time estimation of astronaut doses during solar particle events (SPE) is one of the most challenging tasks in cosmic-ray dosimetry. We therefore develop a new computational method that can nowcast the solar energetic particle (SEP) as well as galactic cosmic-ray (GCR) fluxes on any Earth orbit during a large SPE associating with ground level enhancement. It is an extended version of WArning System for AVIation Exposure to Solar Energetic Particle, WASAVIES. The extended version, called WASAVIES-EO, can calculate the GCR and SEP fluxes outside a satellite based on its two-line element data. Moreover, organ dose and dose-equivalent rates of astronauts in the International Space Station (ISS) can be estimated using the system, considering its shielding effect. The accuracy of WASAVIES-EO was validated based on the dose rates measured in ISS, as well as based on high-energy proton fluxes observed by POES satellites.

Radiation dose nowcast for the ground level enhancement on 10-11 September 2017

A ground level enhancement (GLE) event occurred on 10-11 September 2017, associated with X8.2 solar flare exploded at western limb. The magnitude of the GLE was not so large even at the peak, but the duration of the event was longer than average. We briefly report the results of our manually conducted nowcast using WASAVIES (Warning System of AViation Exposure to Solar energetic particles). The maximum radiation dose rate at 12 km flight altitude was estimated to be approximately 2 $$mu$$Sv/h, which is only one-third of the corresponding background dose rate due to the galactic cosmic-ray exposure. This result verified the safety of aircrews and passengers in aviation during this event.

A physics-based warning system of aviation exposure to solar energetic particles, WASAVIES, is improved to be capable of real-time and automatic analysis. In the improved system, the count rates of several neutron monitors (NM) at the ground level, as well as the proton fluxes measured by the GOES satellite are continuously downloaded at intervals of 5 min and used for determining the model parameters. The performance of WASAVIES is examined by analyzing the three major GLE events of the 21st century. A web-interface of WASAVIES is also developed and will be released in the near future through the public server of NICT.

One of the extreme space weather phenomena are solar energetic particles (SEPs). The huge SEP event causes a radiation dose enhancement to aircrews to be warned as soon as possible. To warn a radiation dose enhancement to aircrew, we have tried to develop warning system for radiation exposure to solar energetic particles. This article describes one component of the system, which calculates temporal evolution of SEP intensity and spectrum just outside the terrestrial magnetosphere.

Experimental studies of passive neutron measurement for fuel debris at Fukushima Daiichi Nuclear Power Plants

As one of the candidate material accountancy technologies for the fuel debris at Fukushima Daiichi Nuclear Power Plants (1F), we propose the application of a passive neutron technique. The applicability of the new concept to the fuel debris at 1F was evaluated by simulation and the results were presented at the last INMM annual meeting. As the next phase, we conducted experimental tests to confirm the validity of the simulation results. Because actual fuel debris or irradiated fuel cannot be handled at our facility due to a licensing limitation, un-irradiated MOX samples, neutron absorbers and Cf-252 sources were utilized as the best available material to imitate the property of the fuel debris and various configurations were measured using an Epithermal Neutron Multiplicity Counter. The fissile mass in the samples, neutron absorber mass surrounding the samples and intensity of Cf-252 source were varied to confirm the correlation between DDSI response and the leakage multiplication. Test results agreed well with the trend of the simulation results. This indicates that DDSI has sufficient capability to evaluate the leakage multiplication of a sample which includes an unknown amount of fissile material and neutron absorber such as the fuel debris at 1F. This paper provides experimental studies of passive neutron measurement based on the combination of DDSI technique and coincidence counting for fuel debris at 1F.

The JT-60U torus was disassembled so as to newly install the superconducting tokamak JT-60SA torus. The JT-60U used the deuterium for 18 years, so the disassembly project of the JT-60U was the first disassembly experience of a fusion device with radioactivation in Japan. All disassembly components were stored with recording the data such as dose rate, weight and kind of material, so as to apply the clearance level regulation in future. The lessons learned from the disassembly project indicated that the cutting technologies and storage management of disassembly components were the key factors to conduct the disassembly project in an efficient way. After completing the disassembly project, efforts have been made to analyze the data for characterizing disassembly activities, so as to contribute the estimation of manpower needs and the radioactivation of the disassembly components on other fusion devices.

Disassembly of the JT-60U torus was started in 2009 after 18-years D$$_{2}$$ operations, and was completed in October 2012. The JT-60U torus was featured by the complicated and welded structure against the strong electromagnetic force, and by the radioactivation due to D-D reactions. Since this work is the first experience of disassembling a large radioactive fusion device in Japan, careful disassembly activities have been made. About 13,000 components cut into pieces with measuring the dose rates were removed from the torus hall and stored safely in storage facilities by using a total wokers of 41,000 person-days during 3 years. The total weight of the disassembly components reached up to 5,400 tons. Most of the disassembly components will be treated as non-radioactive ones after the clearance verification under the Japanese regulation in future. The assembly of JT-60SA has started in January 2013 after this disassembly of JT-60U torus.

We applied our simulation technique to the analysis of air shower induced by mono-energetic protons and alpha particles, which are the dominant component of SEP. The results of the simulations were summarized in a database containing particle fluxes for each condition as a function of the atmospheric depth. This database was then incorporated into our developing Warning System of AVIation Exposure to SEP called WASAVIES. In this system, the aircrew doses due to SEP exposure are estimated within 6 hours after the flare onset, using the established database multiplied with the SEP fluxes incident to the earth. The MHD Cube model is employed in the determination of the incident SEP fluxes. The procedures for the air shower simulation together with some initial results of the aircrew dose calculations for past ground-level enhancement (GLE) events will be presented at the meeting.

Solar energetic particles (SEP) sometimes induce air shower that significantly increase the radiation dose at flight altitudes. In order to inform the situation of such a space radiation hazard to aircrews, a physics-based forward model is developed as WASAVIES (Warning System for Aviation Exposure to SEP) based on the focused transport equation and Monte Carlo particle transport simulation of the air shower. WASAVIES gives the fastest and simplest way to predict the time profile of dose rate during ground-level enhancements (GLEs).

An examination is planned to verify the integrity of the components in the sulfuric acid decomposition section. A bayonet-type sulfuric acid decomposer made of SiC ceramics, a key component in the section, was test-fabricated. In parallel, a direct-contact heat exchanger (DCHX) is contemplated for use in the sulfuric acid decomposition section to simplify the process. Although the concept is very attractive, little is known about the heat and mass transfer behavior in the DCHX. Therefore, a test apparatus was constructed to measure the gas-phase mass transfer coefficients required for the optimal design of the DCHX. These coefficients of water were acquired and compared with an empirical correlation. The experimental data were in good agreement with those obtained from empirical correlation, and thus, the apparatus was confirmed to be reasonable.

In this study, strength recovery, generalized stress relaxation and two tensile strength tests were carried out using shale sampled in the Wakkanai-formation. As the results, by using the value of a suitable constant with the constitutive equation showing strength recovery, it was showed that change of the axial stress in a compacting test could be expressed. About the generalized relaxation, it examined by the air dried and the saturated condition. Visco-elastic behavior was more remarkable in saturated condition than the air dried. Moreover, when the loading rate up to the starting point of the generalized relaxation test was large, the influence on visco-elastic behavior was remarkable. About tensile characteristics, a splitting tensile strength test and a uniaxial tensile strength test were carried out. About splitting tensile strength, it turned out that the influence of the loading direction on a bedding plane is great.
