Japan Materials Testing Reactor (JMTR) was decided as a one of decommission facilities in April 2017. In order to submit the decommissioning plan to the Nuclear Regulation Authority, the type of accident assumed in the first stage of the decommissioning plan was selected, and the public exposure dose was evaluated. A fuel handling accident and a fire accident during storage of waste were selected as assumed accidents in the first stage of the decommissioning plan. An evaluation of the public exposure dose from the radioactive materials released into the atmosphere due to these accidents was estimated to be a maximum of 0.019 mSv (due to a fire accident during storage of waste). This estimated value was found to be sufficiently smaller than the judging criteria (5 mSv), and not to pose a significant risk of radiation exposure to the general public.

For safe and steady decommissioning of Tokyo Electric Power Company Holdings' Fukushima Daiichi Nuclear Power Station (1F), information concerning composition and physical/chemical properties of fuel debris generated in the reactors should be estimated and provided to other projects conducting the decommissioning work including the retrieval of fuel debris and the subsequent storage. For this purpose, in FY2021, samples of contaminants (the wiped smear samples and the deposits) obtained through the internal investigation of the 1F Unit 2 were analyzed to clarify the components and to characterize the micro-particles containing uranium originated from fuel (U-bearing particles) in detail. This report summarized the results of analyses performed in FY2021, including the microscopic analysis by SEM and TEM, radiation analysis, and elemental analysis by ICP-MS, as a database for evaluating the main features of each sample and the probable formation mechanism of the U-bearing particles.

Estimation of the activity median aerodynamic diameter of plutonium particles using image analysis

The aerodynamic radioactive median diameter (AMAD) is necessary information to assess the internal exposure. On June 6, 2017, at a plutonium handling facility in Oarai site of Japan Atomic Energy Agency (JAEA), during the inspection work of a storage container that contains nuclear fuel materials, accidental contamination occurred and five workers inhaled radioactive materials including plutonium. Some smear papers and an air sampling filter were measured with the imaging plate, and we conservatively estimated minimum AMADs for two cases, plutonium nitrate and plutonium dioxide. As a result of AMAD estimation, even excluding a giant particle of a smear sample, the minimum AMADs of plutonium nitrate from smear papers were 4.3 - 11.3 $$mu$$m and those of plutonium dioxide were 5.6 - 14.1 $$mu$$m. Also, the minimum AMAD of plutonium nitrate from an air sampling filter was 3.0 $$mu$$m and that of plutonium dioxide was 3.9 $$mu$$m.

Ac-225 is attracting attention as an alpha-emitting medical radioisotope. Since its demand is expected to increase, domestic production of Ac-225 is required from the viewpoint of Japan's medical research and economic security. To establish the technical bases for the Ac-225 production, JAEA has evaluated the radioactivity that can be produced in the experimental fast reactor Joyo and designed the concept that upgrades the existing facilities for transporting the irradiated target from Joyo to a neighboring PIE facility rapidly. Efficient Actinium-225 Separation from Ra-226 irradiated in a fast reactor was studied. This study has revealed that Joyo can sufficiently produce Ac-225 as a raw material for pharmaceuticals.

Inherent core safety performance of small sodium-cooled fast reactor with oxide fuel

The MOX fueled SMR-SFRs with lower linear heat rating of 100 W/cm and 50 W/cm, whereas the linear heat rating at rated power is around 400 W/cm in general, were designed to decrease the fuel temperature during its rated power state in order to pursue the inherent core safety for MOX fueled SMR-SFRs. The transient analyses for Anticipated Transient Without Scram (ATWS) events represented by an Unprotected Loss of Flow (ULOF) accident on the lower linear heat rating cores were performed considering their inherent feedback reactivity. Through the transient analysis, the inherent core safety performances for the lower linear heat rating cores were discussed based on the evaluated maximum coolant temperature and Cumulative Damage Fraction (CDF) as criteria to maintain the core and fuel integrity. The feasible design window for MOX fueled SMR-SFRs with the inherent core safety focusing on the linear heat rating was identified based on the transient analysis results.

A set of technology, including acid dissolving, has to be established for the analysis of content of elements/nuclides in the fuel debris samples. In this project, a blind test was performed for the purpose of clarifying the current level of analytical accuracy and establishing the alternative methods in case that the insoluble residue remains. Overall composition of the simulated fuel debris (homogenized powder having a specific composition) were quantitatively determined in the four analytical institutions in Japan by using their own dissolving and analytical techniques. The merit and drawback for each technique were then evaluated, based on which a tentative flow of the analyses of fuel debris was constructed.

Innovative and advanced nuclear reactors using plutonium fuel has been developed in each country. In order to develop a new nuclear fuel, irradiation tests are indispensable, and it is necessary to demonstrate the performance and safety of nuclear fuels. If we can develop a technology that accurately simulates irradiation behavior as a technology that complements the irradiation test, the cost, time, and labor involved in nuclear fuel research and development will be greatly reduced. And safety and reliability can be significantly improved through simulation of nuclear fuel irradiation behavior. In order to evaluate the performance of nuclear fuel, it is necessary to know the physical and chemical properties of the fuel at high temperatures. And it is indispensable to develop a behavior model that describes various phenomena that occur during irradiation. In previous research and development, empirical methods with fitting parameters have been used in many parts of model development. However, empirical techniques can give very different results in areas where there is no data. Therefore, the purpose of this study is to construct a scientific descriptive model that can extrapolate the basic characteristics of fuel to the composition and temperature, and to develop an irradiation behavior analysis code to which the model is applied.

Production of $$^{225}$$Ac for Targeted Alpha Therapy (TAT) using the experimental fast reactor Joyo

Efficient Actinium-225 Separation from Ra-226 irradiated in a fast reactor was studied. Ba and La were used as alternatives to Ra and Ac, respectively. By using DGA resin as an adsorbent, it can be expected that Ra and impurities generated by irradiation will be removed and Ac will be isolated. This study has revealed that Joyo can sufficiently produce Ac-225 as a raw material for pharmaceuticals.
