Detailed $$gamma$$-ray spectroscopy of the exotic neon isotope $$^{28}$$Ne has been performed using the one-neutron removal reaction from $$^{29}$$Ne. Based on an analysis of parallel momentum distributions, a level scheme with spin-parity assignments has been constructed for $$^{28}$$Ne and the negative-parity states are identified for the first time. The measured partial cross sections and momentum distributions reveal a significant intruder p-wave strength providing evidence of the breakdown of the N = 20 and N = 28 shell gaps. Only a weak, possible f-wave strength was observed to bound final states. Large-scale shell-model calculations with different effective interactions do not reproduce the large p-wave and small f-wave strength observed experimentally, indicating an ongoing challenge for a complete theoretical description of the transition into the island of inversion along the Ne isotopic chain.

Radioactive wastes generated from nuclear research facilities in Japan Atomic Energy Agency are planning to be buried in the near surface disposal field. Therefore, it is required to establish the method to evaluate the radioactivity concentrations of radioactive wastes until the beginning of disposal. In order to contribute to this work, we collected and analyzed concrete samples generated from JRR-3 and JPDR. In this report, we summarized the radioactivity concentrations of 22 radionuclides($$^{3}$$H, $$^{14}$$C, $$^{36}$$Cl, $$^{41}$$Ca, $$^{60}$$Co, $$^{63}$$Ni, $$^{90}$$Sr, $$^{94}$$Nb, $$^{rm 108m}$$Ag, $$^{133}$$Ba, $$^{137}$$Cs, $$^{152}$$Eu, $$^{154}$$Eu, $$^{rm 166m}$$Ho, $$^{234}$$U, $$^{238}$$U, $$^{238}$$Pu, $$^{239+240}$$Pu, $$^{241}$$Am, $$^{243}$$Am, $$^{244}$$Cm) which were obtained from radiochemical analysis of the samples.

The high-performance computer system Helios which is located at The Computational Simulation Centre (CSC) in The International Fusion Energy Research Centre (IFERC) started its operation in January 2012 under the Broader Approach (BA) agreement between Japan and the EU. The Helios system has been used for magnetised fusion related simulation studies in the EU and Japan and has kept high average usage rate. As a result, the Helios system has contributed to many research products in a wide range of research areas from core plasma physics to reactor material and reactor engineering. This project review gives a short catalogue of domestic simulation research projects. First, we outline the IFERC-CSC project. After that, shown are objectives of the research projects, numerical schemes used in simulation codes, obtained results and necessary computations in future.

Japan Atomic Energy Agency (JAEA) at Tono Geoscience Center (TGC) is pursuing a geoscientific research and development project namely the Mizunami Underground Research Laboratory (MIU) Project in crystalline rock environment in order to construct scientific and technological basis for geological disposal of High-level Radioactive Waste (HLW). The MIU Project has three overlapping phases: Surface-based Investigation phase (Phase I), Construction phase (Phase II), and Operation phase (Phase III). The MIU Project has been ongoing the Phase II and the Phase III in fiscal year 2013. This report presents the results of the investigations, construction and collaboration studies in fiscal year 2013, as a part of the Phase II and Phase III based on the MIU Master Plan updated in 2010.

The frequency of single strand breaks (SSBs) occurring on both strands of the pBR322 plasmid DNA region flanked by a pair of primers used for polymerase chain reaction (PCR) amplifications was determined after irradiation with $$^{137}$$Cs $$gamma$$-rays. We refined that real time PCR is suitable for the detection and quantitative analysis of SSBs caused by $$gamma$$-ray irradiation. The utility of this approach was also supported by the comparison of the practical experimental data with the Monte Carlo simulation. The potential application of this PCR method for the detection of genomic DNA damage was also confirmed.

Here we report the new features and improvements in our latest release of the H-Invitational Database, a comprehensive annotation resource for human genes and transcripts. H-InvDB, originally developed as an integrated database of the human transcriptome based on extensive annotation of large sets of fulllength cDNA (FLcDNA) clones, now provides annotation for 120 558 human mRNAs extracted from the International Nucleotide Sequence Databases (INSD), in addition to 54 978 human FLcDNAs, in the latest release H-InvDB. We mapped those human transcripts onto the human genome sequences (NCBI build 36.1) and determined 34 699 human gene clusters, which could define 34 057 protein-coding and 642 non-protein-coding loci; 858 transcribed loci overlapped with predicted pseudogenes.

The purpose of this paper is to discuss the results of the third intercomparison exercise of external radiation dosimetry organized under the Regional Cooperative Agreement (RCA) in the East Asia region of the International Atomic Energy Agency (IAEA). Twenty five laboratories from 16 member states participated in the exercise. Japan Atomic Energy Research Institute (JAERI) and Japan Nuclear Cycle Development Institute (JNC) arranged the standard irradiation of the participants' dosimeters. The results of the measurements of the irradiated dosimeters for the determination of external doses were satisfactory for all participants, demonstrating good performance in their external dosimetry.

This annual report describes the activities of Department of Radiation Protection in Nuclear Science Research Institute in the fiscal year 2005. The report covers environmental monitoring around the facilities, radiation protection of workplace and workers, individual monitoring, maintenance of monitoring instruments, and research and development of radiation protection technologies, which were performed at Nuclear Science Research Institute, Tokai Research and Development Center, Japan Atomic Energy Agency. There were no occupational or public exposures exceeding the prescribed dose limits. No effluent releases were recorded exceeding the prescribed limits on the amount and concentration of radioactivity for gaseous release and liquid waste. As for the research and development activities, studies were conducted focusing mainly on the following themes: technological developments on operational radiation protection and establishment of calibration fields for various types of neutrons.

At experimental fast reactor JOYO, appraisal of detection efficiency of behavior and FFD and FFDL of the fission product which is discharged inside the furnace as one of safety research of the country, is carried out. In MK-II core, the slit in the gas plenum part of the test sub-assembly, the test which irradiates this(1985 April, FFDL in-pile test(I)), providing the slit in the fuel column part of the test sub-assembly, the test which it irradiates(1992 November, FFDL in-pile test(II)) were carried out.MK-III reactor core replacement was completed and started in 2004. That the behavior in the system of FP with the reactor core replacement and so on changes in the MK-III reactor core and to have an influence on the sensitivity and the replying of FFD and FFDL are thought of. Therefore, behavior of FP in the fuel failure in the MK-III reactor core, the performance of FFD and FFDL must be confirmed beforehand. Moreover, to prepare for the fuel failure and the RTCB test which is doing a future plan, and to confirm a plant operation procedure in the fuel failure in MK-III reactor core operation and to attempt for the correspondency to improve are important.Therefore, in the period from 2004 November 11th to November 29th, it carried out the FFDL in-pile(III). It did a series of plant operation to stop a nuclear reactor after loading a reactor core center with the fuel element for the test which provided an artificial slit for the fuel cladding in the MK-III reactor core and irradiating it and detecting fuel damaging and to take out fuel. And it confirmed the operation procedure of the fast reactor in the fuel failure.Also, the improvement items such as the improvement of the operation and the procedure and the remodeling and the service of the facilities could be picked up. In the future, it attempts these compatible, and it prepares for the MK-III reactor core operation and it incorporates a final examination result by the improvement of the safety of FBR.

Joyo Plant Operation Management Expert Tool system named JOYPET has developed with the aim of confirming the stable and safety operation of JOYO and improving operational reliability in future FBR plants.New JOYPET system was designed and manufactured in 2002, and began or operation in 2003, because the former system, which was designed in 1988 and operated from 1991 to 2002, was superannuated, and it was difficult to obtain alternative hardwares and replace parts.The difference between the former one and the later new one was adopted the web-online system to use lan(Lacal area network) instead of the host and the terminal computer processing system.Then the new system enabled to take unitary document management for reactor operation, and each person in one's rost was able to search, refer and wake document on line directly.This document reported new JOYPET system design, manufacturing, system constitution and operation actual result.

As one of the IAEA/RCA projects, three phases of personal dosimetry intercomparison programs had been conducted during the years of 1990 to 2004. The purpose of the program was to assess the ability of the personal dosimetry services in the RCA Member States and also to provide technical help in improving a performance of their dosimetry systems and in implementing the operational quantities recommended by ICRU. The purpose of this paper is to trace the history of and to present a summarized review of the results of the intercomparison programs. The trend of the phase-by-phase results showed that the quality of individual monitoring in most of the Member States has become dramatically improved to an acceptable level. There was a successful achievement and advancement over the 15 years effort.

Fission products (FPs), which are generated and stored in fuel matrix by irradiating nuclear fuels, affect thermo-physical fuel properties. To improve accuracy of computer simulation of irradiation behaviors, studies on the fuel properties containing FPs are needed. However, only a limited number of studies on the irradiated fuel properties, especially MOX fuels, have been reported in the world due to difficulties in handling of the irradiated fuels. Moreover, the effect of individual FP cannot be evaluated because many kinds of FPs are stored in the irradiated fuels. Thus, an alternative method should be suggested to easily study the effects of FPs on the fuel properties. In this study, fuel properties were measured to evaluate the effects of FPs by using simulated FP-doped MOX specimens instead of a real irradiated fuel. For the measurement, the homogeneity of FP in a specimen is also important, as well as uranium and plutonium. To obtain homogeneous specimens, re-grinding and re-sintering processes were repeated and the improvement was confirmed by EPMA and XRD at each set of the process. A specimen with suitable homogeneity for measurement was prepared by repeating the series of processes three times. Sm$$_{2}$$O$$_{3}$$, Gd$$_{2}$$O$$_{3}$$ and ZrO$$_{2}$$, which are major and soluble FPs in irradiated MOX fuels, were selected as simulated FPs. The effect of individual FP on the properties, such as thermal conductivity and thermal expansion, was evaluated on the specimens. In addition, Nd$$_{2}$$O$$_{3}$$, Sm$$_{2}$$O$$_{3}$$ and Gd$$_{2}$$O$$_{3}$$ co-doped MOX was also prepared to compare the influence of containing multiple lanthanides.

On the other hand, the number of studies on irradiated MOX properties are limited. Studying properties of irradiated materials has difficulties in handling, therefore, using simulated FP-doped (U,Pu)O$$_{2}$$ is an alternative method in studying irradiated fuel properties. In order to evaluate the effect of simulated FPs, the homogeneity is one of the important factors. In this study, two dry-processing methods, namely melting and grinding-mixing methods, respectively, are employed and evaluated the aptitude as methods to prepare the homogeneous simulated FP-doped (U,Pu)O$$_{2}$$.
