Case study activities for nuclear security culture development in JAEA

In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

About ten years have passed since the introduction of nuclear security compliance and security culture development activities. While there have been changes in domestic and international situations, it is essential for nuclear security that the entire organization maintains an attitude that emphasizes compliance with laws and regulations and nuclear security. JAEA has been effectively implementing various activities with evaluation and improvement. Especially, e-learning which combines education and awareness, case studies, and internal audits are considered effective in maintaining nuclear security compliance and security culture development activities.

This paper describes the project overview and progress of experimental and analytical studies conducted until 2020. Specific results in this paper are the measurement of the eutectic reaction rates and the validation of physical model describing the eutectic reaction in the analysis code through the numerical analysis of the B$$_{4}$$C-SS eutectic reaction rate experiments in which a B$$_{4}$$C pellet was placed in a SS crucible.

The present study performed integral experiments of $$^{129}$$I using a fast-neutron source reactor "YAYOI" of the University of Tokyo to validate evaluated nuclear data libraries. The iodine-129 sample and flux monitors were irradiated by fast neutrons in the Glory hole of the YAYOI reactor. Reaction rates of $$^{129}$$I were obtained by measurement of decay gamma-rays emitted from $$^{130}$$I. The validity of the fast-neutron flux spectrum in the Glory hole was confirmed by the ${it C/E}$ ratios of the reaction rates of flux monitors. The experimental reaction rate of $$^{129}$$I was compared with that calculated with both the fast-neutron flux spectrum and evaluated nuclear data libraries. The present study revealed that the evaluated nuclear data of $$^{129}$$I cited in JENDL-4.0 should be reduced as much as 18% in neutron energies ranging from 10 keV to 3 MeV, and supported the reported data by Noguere ${it et al.}$ below 100 keV.

The present study performed fast-neutron capture cross-section measurement of $$^{99}$$Tc by an activation method using a fast-neutron source reactor "YAYOI" of the University of Tokyo. Technetium-99 samples were irradiated with reactor neutrons using a pneumatic system. Reaction rates of $$^{99}$$Tc were obtained by measuring decay gamma rays emitted from $$^{100}$$Tc. The neutron flux at an irradiation position was monitored with gold foils. The fast-neutron capture cross section of $$^{99}$$Tc at neutron energy of 85 keV was derived as 0.432$$pm$$0.023 barn by using the reaction rates of $$^{99}$$Tc, evaluated cross-section data and the fast-neutron flux spectrum of the YAYOI reactor. The present study agreed with the evaluated nuclear data library JENDL-4.0.

One of the key issues in a core disruptive accident (CDA) evaluation in sodium-cooled fast reactors is eutectic reactions between boron carbide (B$$_{4}$$C) and stainless steel (SS) as well as its relocation. Such behaviors have never been simulated in CDA numerical analyses in the past, therefore it is necessary to develop a physical model and incorporate the model into the CDA analysis code. This study focuses on B$$_{4}$$C-SS eutectic melting experiments, thermophysical property measurement of the eutectic melt, and physical model development for the eutectic melting reaction. The eutectic experiments involve the visualization experiments, eutectic reaction rate experiments and material analyses. The thermophysical properties are measured in a range from solid to liquid state. The physical model is developed for a CDA computer code based on the measured data of the eutectic reaction rate and the physical properties. This paper describes the project overview and progress of experimental and analytical studies conducted until 2019. Specific results in this paper are the validation of physical model describing B$$_{4}$$C-SS eutectic reaction in the CDA analysis code, SIMMER-III, through the numerical analysis of the B$$_{4}$$C-SS eutectic melting experiments in which a B$$_{4}$$C block was placed in a SS pool.

Inelastic neutron scattering was performed for an iron-based superconductor, where most of D (deuterium) replaces oxygen, while a tiny amount goes into interstitial sites. By first-principle calculation, we characterize the interstitial sites for D (and for H slightly mixed) with four equivalent potential minima. Below the superconducting transition temperature Tc = 26 K, new excitations emerge in the range 5-15 meV, while they are absent in the reference system LaFeAsO$$_{0.9}$$F$$_{0.1}$$. The strong excitations at 14.5 meV and 11.1 meV broaden rapidly around 15 K and 20 K, respectively, where each energy becomes comparable to twice of the superconducting gap. The strong excitations are ascribed to a quantum rattling, or a band motion of hydrogen, which arises only if the number of potential minima is larger than two.
