The Japan Atomic Energy Agency has various nuclear facilities such as reactor facilities and reprocessing facilities. Some aged facilities will be decommissioned after their original functions ended, and it is necessary to evaluate their decommissioning cost to formulate the initial decommissioning plans and the final decommissioning plans. We have developed an evaluation method called DECOST that can efficiently calculate the decommissioning cost in a short time based on factors such as features and similarity of the facilities and dismantling methods. The decommissioning of nuclear facilities has been implemented and new achievements and findings have been reported since the development of DECOST. These findings were reflected in DECOST. In consideration of the needs of DECOST users, DECOST has been improved so that the cost of dismantling the facility can be divided into the cost of releasing the controlled area and the cost of dismantling the facility building after the release of the controlled area. This report shows the improvement of DECOST, the concept of resetting the evaluation coefficient used in the cost evaluation formula, and the validity of the evaluation coefficient after resetting. In addition, the evaluation procedure of the improved DECOST is described, since the evaluation items and evaluation contents were partially changed due to the improvement.

The sum of spectroscopic factors of orbital is found to be 1.0 0.3. The result shows that the O core of F nucleus significantly differs from a free O nucleus, and the core consists of 35% O, and 65% excited O. The result shows that the O core of F nucleus significantly differs from a free O nucleus. The result may infer that the addition of the proton considerably changes the neutron structure in F from that in O, which could be a possible mechanism responsible for the oxygen dripline anomaly.

Times Cited Count:6 Percentile:30.02(Environmental Sciences)Land-surface transfers of I are modeled and incorporated into a land-surface model (SOLVEG-II), and the model was applied to the observed transfer of I at a vegetated field impacted by atmospheric releases of I from Rokkasho reprocessing plant during 2007 to investigate the importance of each I-transfer pathway. The model calculation revealed that contamination of leaves of wild bamboo grasses was mostly caused by foliar adsorption of I (81%) induced via wet deposition of I. Wet deposition of I was the main I-input to the soil, ten-fold the dry deposition of I; however, the deposition of I during 2007 was only 2% of the model-assumed I that pre-existed in the soil; indicating the importance of long-term accumulation of I in soils. The model calculation also revealed that root uptake of I, not methylation, control the long-term turnover of soil I.

Twenty-one laboratories pre-concentrated three of 10 L samples by five different pre-concentration methods (prussian-blue-impregnated filter cartridges, coprecipitation with ammonium phosphomolybdate, evaporation, solid-phase extraction disks, and ion-exchange resin columns), and activity of radiocesium was measured. The z-scores for all of the Cs results were within 2, indicating that the methods were accurate. The relative standard deviations (RSDs) indicating the variability in the results from different laboratories were larger than the RSDs indicating the variability in the results from each separate laboratory.

In this study, the simulated experimental drift was constructed in the granite of 500 m depth at Mizunami Underground Research Laboratory, and the hydrochemical process after the drift closure was observed. The groundwater chemistry around the drift changed with the change of the groundwater flow in the fractures when the gallery was constructed. The redox potential increased due to the infiltration of oxygen from the drift into the rock. After closing the drift, the redox potential of the groundwater plunged due to microbial activity, while the groundwater became alkalized conditon due to the influence of cement material such as shotcrete. The amount of cement material consumed for this alkalization was small, and it was considered that its influence would last long in accordance with the amount of cement used.

Times Cited Count:3 Percentile:86.43(Nuclear Science & Technology)In order to assess the radiological dose to the public resulting from the Fukushima Daiichi Nuclear Power Station (FDNPS) accident in Japan, the spatiotemporal distribution of radioactive materials in the environment are reconstructed by computer simulations. In this study, by refining the source term of radioactive materials and modifying the atmospheric dispersion model (ATDM), the atmospheric dispersion simulation of radioactive materials is improved. Then, a database of spatiotemporal distribution of radioactive materials in the air and on the ground surface is developed from the output of the simulation. This database is used in other studies for the dose assessment by coupling with the behavioral pattern of evacuees from the FDNPS accident. The ATDM simulation was improved to use a new meteorological model and sophisticated deposition scheme. Although the improved ATDM simulations reproduced well the Cs deposition pattern in the eastern Japan scale, the reproducibility of deposition pattern was decreased in the vicinity of FDNPS. This result indicated the necessity of further refinement of the source term by optimization to the improved ATDM simulations.

The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies through investigations of the deep geological environment within the host sedimentary formations at Horonobe, northern Hokkaido. This report summarizes the results of the Phase II investigations carried out from April 2005 to June 2014 to a depth of 350m. Integration of work from different disciplines into a "geosynthesis" ensures that the Phase II goals have been successfully achieved and identifies key issues that need to made to be addressed in the Phase II investigations Efforts are made to summarize as many lessons learnt from the Phase II investigations and other technical achievements as possible to form a "knowledge base" that will reinforce the technical basis for both implementation and the formulation of safety regulations.

The proton linac installed in the Ibaraki Neutron Medical Research Center is used for production of the intense neutron flux for the Boron Neutron Capture Therapy (BNCT). The linac consists of the 3-MeV RFQ and the 8-MeV DTL. Design average beam current is 10mA. Target is made of Beryllium. First neutron production from the Beryllium target was observed at the end of 2015 with the low intensity beam as a demonstration. After the observation of neutron production, a lot of improvement s was carried out in order to increase the proton beam intensity for the real beam commissioning. The beam commissioning has been started on May 2016. The status of the commissioning is summarized in this report.

The simulation combined the SOLVEG-II with a mesoscale model and an dispersion model was applied to CO transfer at test operations of the Rokkasho reprocessing plant (RRP) in 2007. The calculated C-specific activities in rice grains agreed with the observations. Numerical experiment of chronic CO release from the RRP showed that C-specific activities of rice plants at harvest differed from the annual mean ones in the air, which was attributed to seasonal variations in atmospheric CO and plant growth. C accumulation in plant significantly increased when CO releases were limited during daytime, compared with the results observed during nighttime, due to extensive CO uptake by daytime photosynthesis. These results indicated that plant growth and photosynthesis should be considered in predictions of ingestion dose of C for long-term chronic and short-term diurnal releases of CO, respectively.

We have synthesised the research results from Mizunami/Horonobe URLs and geo-stability projects in the second mid-term research phase. It could be used as technical bases for NUMO/Regulator in each decision point from sitting to beginning of disposal (Principal Investigation to Detailed Investigation Phase). High quality construction techniques and field investigation methods have been developed and implemented and these will be directly applicable to the National Disposal Program (along with general assessments of hazardous natural events and processes). It will be crucial to acquire technical knowledge on decisions of partial backfilling and final closure by actual field experiments in Mizunami/Horonobe URLs as main themes for the next phases.

The new scheme of dry and fogwater depositions, in-cloud scavenging, cloud condensation nuclei activity, and wet scavenging by ice phase for radioactive iodine gas and other particles was incorporated into WSPEEDI-II. The results revealed that the major releases of radionuclides occurred in the following periods: afternoon on 12 March when the wet venting and hydrogen explosion at Unit 1, morning on 13 March after the venting event at Unit 3, midnight on 14 March when three-time openings of SRV were conducted at Unit 2, morning and night on 15 March, and morning on 16 March.

The electrical performance of a glass-type space solar sheet (G-SSS) was demonstrated in space. G-SSS comprises InGaP/GaAs dual-junction and InGaP/GaAs/InGaAs triplejunction solar cells. It is lightweight solar generation sheet, less than 0.5 mm thick. It is mounted on the "HISAKI" (SPRINT-A) small scientific satellite, which was launched on September 14, 2013. The initial flight data were successfully acquired and this flight demonstration was a world-first experiment for G-SSS using III-V multi-junction thin-film solar cells. The cells demonstrated superior performance and the electrical outputs matched the flight prediction.

We verified the surface-based hydrochemical investigation for deep underground at Horonobe Underground Research Laboratory (URL) at Horonobe, Hokkaido, Japan, and identified the hydrochemical changes during the URL construction. The evaluation of the relationship between the number of borehole and understanding of water chemistry suggests that three basic borehole investigations and additional borehole for high permeable geological structure (fault and fractured zone) are required to illustrate cross-sectional hydrochemical distribution including the uncertainty in kilometers scale survey line. The observation and numerical analysis of hydrochemical variation (salinity, pH, ORP) around URL indicate that the groundwater pressure and the salinity in the vicinity of high permeable geological zone are varying due to groundwater inflow into the drift. The variation was consistent with the prediction reported previously. These results are considered to be referred to the management during surface-based investigation and construction of underground facility at the other sedimentary rock area.

The Horonobe Underground Research Laboratory Project is planned to extend over a period 20 years. The investigations will be conducted in three phases, namely "Phase 1: Surface-based investigations", "Phase 2: Construction Phase" (investigations during construction of the underground facilities) and "Phase 3: Operation phase"(research in the underground facilities). This report summarizes the results of the investigations for the 2011 fiscal year (2011/2012). The investigations, which are composed of "Geoscientific research" and "R&D on geological disposal technology", were carried out according to "Horonobe Underground Research Laboratory Project Investigation Program for the 2011 Fiscal year". The results of these investigations, along with the results which were obtained in other departments of Japan Atomic Energy Agency (JAEA), are properly offered to the implementations and the safety regulations. For the sake of this, JAEA has proceeded with the project in collaboration with experts from domestic and overseas research organisations.

Times Cited Count:179 Percentile:97.03(Environmental Sciences)The source term of I and Cs discharged in early phase of the Fukushima Dai-ichi Nuclear Power Plant (FNPP1) accident was estimated by combining environmental data with atmospheric dispersion simulations of a computer-based nuclear emergency response system, WSPEEDI-II. Major releases were estimated when air dose rates increased after the hydrogen explosion at Unit 1 during the afternoon on 12 March and during the midnight on 14 March. The high-concentration plumes discharged during these periods caused large deposition to the northwest and south-southwest directions of FNPP1, respectively. The increases of air dose rates observed at the monitoring posts were overall reproduced by WSPEEDI-II using estimated release rates. The simulation indicated that air dose rates significantly increased in the south-southwest region of FNPP1 by dry deposition of the high-concentration plume discharged from the midnight on 14 March to the morning on 15 March.
